About this file
This redacted justification and approval document outlines the procurement of medical treatment tables for the Army's AMPV program. Air Methods Corporation is the sole approved source for the medical treatment table, which is an integral part of the AMPV medical evacuation variant. The government does not possess the technical data or proprietary rights needed to competitively procure or reproduce the table. A sources sought notice did not generate any alternative sources. The Defense Logistics Agency awarded a contract to an unknown vendor for an unknown amount on December 29, 2023 to acquire additional medical treatment tables from Air Methods Corporation.

Acquisition Method Code (AMC):
4 - Acquire, for the first time, directly from the actual manufacturer.
Acquisition Method Suffix Code (AMSC):
B - This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-
100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD- STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 United States Code (U.S.C.) 3204(a)(1). as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited: The Medical Treatment Table (MTT) is an integral part of the Medical Evacuation Variant (MEV) of the AMPV family of vehicles. The MTT directly supports a litter casualty during the treatment and transport and allows medical personnel to adjust the litter casualty for better treatment. The MTT enables movement between center of the litter casualty compartment and a lateral interior wall while supporting a supine litter casualty and makes it possible for transport of a supine litter casualty while secured to a lateral wall during vehicle maneuvering over cross-country terrain. The MTT allows for the following required adjustments: table height above the vehicle floor, head-up/head-down (Trendelenburg and reverse Trendelenburg position) tilt of the table surface from the horizontal position and side-to-side tilt of the table surface from horizontal position in either direction.
Air Methods Corporation is the only approved source of supply for the MTT. The Government does not have a complete build-to-print Technical Data Package (TDP) nor proprietary rights that would be required to produce a competitive TDP. The Government does possess a Source Control drawing, 12596776, and Performance Specification 12596408; however, these documents are insufficient on their own to reproduce the MTT.
Air Methods Corporation is the only qualified manufacturer of the MTT as they designed, developed, and successfully completed testing to meet AMPV Performance Specification 12596408. In addition, the MTT manufactured by Air Methods Corporation meets space claim requirements, tolerances, and vehicle electrical interfaces, and requirements that are unique to the AMPV MEV such as: remaining in position while experiencing high acceleration forces generated by the vehicle traversing over various terrain anomalies, accommodating “Longest Legs Male” equipped with Level 4 Mission Oriented Protective Posture (MOPP) gear, Chemical Biological Radiation Nuclear

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 10 February 2023 and was open for 15 days. No responses were received.

A search was performed the week of 12 December 2022 by Ground Vehicle Systems Center Engineering to review cost and competition consideration, along with determining commercial or non-developmental items which may be available to meet Government needs. An internal search of existing Army inventory was conducted in the Technical Data Repository, Windchill, to determine if treatment tables from other weapon systems would be viable. Additionally, an internet search was performed to determine if other commercial sources could be located for similar devices. The criteria for high-level comparison of alternative items included height adjustability, ability of the bed to tilt fore/aft, mounting interfaces and space claim. The screening of commercially available manufacturers for a possible replacement item yielded no viable results.
Keywords: medical table, litters, ambulance stretchers Website: plm.epdm.army.mil/Windchill/ Findings: There were existing treatment tables identified for the High Mobility Multipurpose Wheeled Vehicle, the Stryker Personnel Carrier and the M113; however, all of these were either support tables that were fixed position or removeable support litters designed to carry disabled soldiers on medical systems. None of these were deemed as a replacement for the AMPV MEV Medical Treatment Table, which is permanently mounted in the vehicle and has adjustability in patient height.
Keywords: medical table, litters, ambulance stretchers Websites: www.clinton-ind.com, www.hausmann.com, www.steris-healthcare.com, www.stryker.com Findings: In reviewing these four vendors offerings, it was concluded that there are medical treatment tables available with similar capabilities, but none that could be fit in the space claim of the AMPV MEV. Major modifications and re-designs would be
