About this file
This is a Justification and Approval (J&A) document for other than full and open competition from the Defense Logistics Agency (DLA) Land Warren for the procurement of Oil Pan & Cover Assemblies used in AVDS-1790 engines. The J&A supports awarding a Firm-Fixed-Price contract to L3 Technologies Inc. (P/N:677100) and LOC Performance Inc. (P/N:11683998) for NSN 2815-00-394-9705 with a minimum quantity of 16 units and maximum of 418 units over five years.
The Oil Pan assemblies are critical components used to seal the crankcase and contain lubricating oil for AVDS-1790 engines in M88A1, M60 Armored Vehicle Launched Bridge (AVLB) & M88A2 vehicles. Only L3 Technologies and LOC Performance have developed, tested and obtained U.S. Government approval for these specialized components that must meet MIL-DTL-62177E durability specifications and complete a 400-hour NATO endurance test. Market research including a Sources Sought notice posted on SAM.gov in March 2022 found no other qualified sources. The estimated cost to qualify another source would be $790,000, including prototype development and testing. Previous contracts were awarded to EOS, INC for $1,543,224.96 in September 2020 and TECMOTIV for $79,009.71 in March 2018.
