DEFENSE LOGISTICS AGENCY J&A: SPRDL1-17-R-0067
Prior J&A not available: Was a Simplified Acquisition estimated delay of at least 12 months. Testing this Particle Separator, PN 12336796 (burst pressure, proof pressure, reliability, maintainability, basic shock, durability, humidity, temperature, load performance, endurance sand and dust, vibration) in accordance with the associated specification (SC12336796A) are standard requirements on a component of this type. Since this testing is not a first article test associated with a current proven vendor, qualification of the Particle Separator from a new competitor could take approximately 9 months and is estimated to cost $200K. Durability testing at Yuma Proving Grounds would also be required. The 12 month, 6,000 miles of durability test for the three prototypes will cost about $200K each. In summary, the cost to reverse engineer the current design, conduct laboratory testing, fabricate 3 prototypes and conduct vehicle durability testing would cost about $1.1 M and take 33 months. Failure to test would pose a high risk, as a premature failure of this item in the field would result in failure of the NBC System to operate properly under hazardous conditions
Testing would also surface defects that could adversely impact the readiness of the equipment and Operational and Support (O & S) Costs. These stated costs would be very difficult to recoup through subsequent competition and the consequential time delay for this effort is unacceptable to meet the Government's requirements.
c. Demonstration of Approved Contractor's Unique Qualifications:
Only the vendor (Donaldson Company Inc.) has the requisite technical and engineering expertise to perform all efforts required to provide the item identified in this J&A. The current supplier (Donaldson Company Inc.) has qualified in accordance with all the necessary test requirements and performance parameters shown on the drawing PN 12336796 and specification SC12336796 (performance requirements for Particle Separator). The subject component 12336796 removes dust from the integrated NBC system cooling air. The Particle Separator includes a dust separating panel and an ejector. The dust separator panel consists of multiple inertia dust separators mounted in an enclosure and is installed in the Abrams vehicle to provide effective operation of the NBC System. A failure of the Particle Separator under battlefield conditions could damage the vehicle’s NBC System, thus rendering the vehicle unable to proceed with its mission function The approved source identified above has demonstrated the ability to establish and maintain the processing required to produce this item. An award to any other source would cause a substantial duplication of costs to the Government not expected to be recovered through competition and would cause unacceptable delays in fulfilling Abrams fielding requirements. Qualifying a new source would also require a substantial expenditure of the limited funding that has been provided to support the STS contract. Any new source would require funding for the research and development of extensive processing procedures involved. Since the current contractor (Donaldson Company Inc.) owns all the data for this item, the additional time required for these actions would preclude delivery of the items in a time frame that would meet the Government's requirements.
d. Efforts to Qualify Additional Suppliers for future procurements:
At this time, there are no current or planned efforts to qualify additional sources due to the fact that there is very limited technical data available for the Particle Separator (12336796), nor are there any funds available to conduct the extensive (costly and time consuming) qualification testing requirements. Furthermore, any new source would be required to pass the extensive validation testing of this item passed by the current vendor.
The additional time required for these actions would preclude delivery of the Parts Kit Separator in a time frame that would satisfy the Government's needs. Contractors interested in producing this item can seek approval through the Source Approval Program with the Competition Advocates Office.
e. Market Research:
Market research for this item "Parts Kit Separator”, PN 5705513 has been ongoing consisting of reviewing vendor catalogs and available product literature published by similar manufacturers, distributors and dealers to see if any other sources exist and to determine if commercial items or non-developmental items are available to meet Government's needs or could be modified to meet the Government's needs.. Vendors interested in competing on any items listed are instructed to contact the Source Approval Program through the Competition Advocate's Office.
A Sources Sought Synopsis was posted on FedBizOpps on 14 August 2017. While other sources may produce similar items, none of these sources have produced this specific item for military application and none have completed the necessary testing to become a qualified source.
