PART II - Technical Information and Certification
1. The United States Army TACOM Life Cycle Management Command (TACOM LCMC) requires the acquisition of the above item. The only approved source for the Vaneaxial Fan part no. 12347055-2 is:

2. Reasons the item is not suitable for full and open competition:
a. Status of the Technical Data Package:
The main component of the vehicle’s Transmission Cooling System is the Vaneaxial Fan, part number 12347055-2. GE Aviation Systems LLC is the sole owner of their drawings and technical data rights. The Government does not own proprietary rights to the data that would be required to produce a competitive TDP. The above identified supplier has developed, tested and obtained Government approval for this item for application to the M1 Abrams Vehicle system at their own cost. The Government did not fund their efforts in developing and testing this item.
b. Efforts to Develop a Competitive Package:
Vaneaxial Fan, PN 12347055-2 is used on the Abrams M1A1 series vehicles. It functions as a component for the Transmission Cooling System. The Vaneaxial Fan is used to provide regulated air flowrate across the Transmission’s oil heat exchanger. It is an integral part of the vehicle’s Transmission survivability system. This Vaneaxial Fan keeps the transmission at a safe operating temperature to prevent any damage or failure due to adverse battlefield demands and conditions. In order to qualify additional vendors, a significant amount of time and cost would be necessary to reverse engineer, procure and test additional prototypes before releasing the TDP. This delay would severely impact the availability of the Vaneaxial Fan in the field and Anniston Army Depot's rebuild program. This Vaneaxial Fan is critical to Abrams vehicle readiness. Through our previous experience, we estimate that the cost to develop a competitive package

for this critical item through reverse engineering would cost about $300K and would require an estimated delay of at least 12 months. Laboratory Testing in accordance with drawing 12347410 (600 hours of operation with an airflow rate of 7500 cubic feet per minute, capable of operating at an input speed of 5300 revolutions per minute, water submergence for 24 hours, gun fire shock, basic shock, endurance sand and dust, rotating inertia and vibration) is estimated to cost $150K and would require an estimated delay of at least 6 months. Durability testing at Yuma Proving Grounds would also be required. The 12 month, 6000 miles of durability testing for the three prototypes will cost approximately $200K per prototype. In summary, to reverse engineer the current design, conduct laboratory testing, fabricate three prototypes of each item, and conduct vehicle durability testing would cost about $1.1 M and take 30 months. Failure to conduct this effort would pose high risk, as a premature failure of this item in the field would result in failure of the Transmission to be cooled properly in a battlefield situation causing possible vehicle breakdown. These stated costs would be very difficult to be recouped through subsequent competition and the consequential time delay for this effort is unacceptable if the Government's requirements are to be met.
c. Demonstration of Approved Contractor's Unique Qualifications:
Only GE Aviation Systems LLC has the requisite technical and engineering expertise to perform all efforts required to provide the item identified in this J&A.
GE Aviation Systems LLC has qualified in accordance with all the necessary test requirements and performance parameters shown on drawing 12347410 (performance requirements for Vaneaxial Fan). The subject component 12347055-2 is installed in the Abrams to provide an effective means of transmission cooling. It provides a mechanism where the vehicle’s transmission oil is kept at a safe operating temperature. A failure of the Vaneaxial Fan under battlefield conditions could damage the vehicle’s transmission, thus rendering the vehicle unable to proceed with its mission function and endangering the life of the crew. The approved source identified above has demonstrated the ability to establish and maintain the processing required to produce this item. An award to any other source would cause a substantial duplication of costs to the Government not expected to be recovered through competition and would cause unacceptable delays in fulfilling Abrams fielding requirements. Qualifying a new source would also require a substantial expenditure of the limited funding that has been provided to support the STS contract. Any new source would require funding for the research and development of extensive processing procedures involved. Since the current contractor (GE Aviation Systems LLC) currently owns all the data for this item, the additional time required for these actions would preclude delivery of the item in a time frame that would meet the Government's requirements.

d. Efforts to qualify additional suppliers:
At this time, there are no current or planned efforts to qualify additional sources due to the fact that there is very limited technical data available for part No.
12347055-2 (Vaneaxial Fan) nor are there any funds available to conduct the extensive (costly and time prohibitive) qualification testing requirements.
Furthermore, any new source would be required to pass the extensive validation testing of this item that was passed by the current vendor. The additional time required for these actions would preclude delivery of this component in a time frame that would satisfy the Government's needs. Contractors interested in producing this item can seek approval through the Source Approval Program of the Competition Advocate’s Office.
e. Market Survey:
Market research for this item "Vaneaxial Fan”, PN 12347055-2 was conducted on 03 December 2015. Vendors interested in competing on any items listed are instructed to contact the Competition Advocate's Office. A “Sources Sought Synopsis was posted on February 23, 2016. To date, no responses to the Sources Sought Synopsis have been received. While other sources are available to produce similar items, none of these sources have produced this specific item for military application and none have completed the necessary testing to become a qualified source. Funding and information for this item to conduct the necessary qualification testing is not available. Market research was performed by Jamey Gutierrez by reviewing vendor catalogs and available product literature published by similar manufacturers, distributors and dealers to see if any other sources exist and to determine if commercial items or non-developmental items are available to meet Government's needs or could be modified to meet the Government's needs. Thus to date, no contractors have expressed an interest in this item.

PART IV - Contracting Information
1. Description of Action: The required item will be solicited on Request For Proposals SPRDL1-16-R-0163. It is proposed to negotiate a Firm-Fixed-Price contract with GE Aviation for their part number 30650. GE Aviation Systems LLC is the sole owner of the drawings and technical data rights. The Government does not own proprietary rights to the data that would be required to produce a competitive TDP.
2. Efforts to Obtain Competition: Although this procurement will be restricted to the above source(s), every effort will be made to obtain potential sources by synopsis through the FedBizOpps system.
3. Interested Sources: To date, no other sources have expressed a written interest in the acquisition of this item. Should potential sources respond to the synopsis in FedBizOpps, they will be evaluated by the appropriate engineering office as an alternate source.
