About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Land and Maritime. The solicitation (SPMYM2-25-Q-0589) is for four Main Valve Assembly units from Leslie Controls, specifically Leslie P/N N587530059, to repair valves 1MS-V446A, 1MS-V446B, 2MS-V446A, and 2MS-V446B. The procurement is being conducted as a sole-source acquisition under 10 U.S.C. 3204(a)(1), with Control Factors Seattle Inc. identified as the only authorized dealer with proprietary rights and access to the required OEM drawings and specifications.
The document indicates a market survey was conducted on 12/12/2024, with Control Factors Seattle Inc. being the only respondent. The solicitation will be synopsized on 3/20/25 for three days, and the government will conduct a price analysis based on proposed prices and historical pricing. DLA Land and Maritime encourages potential vendors interested in becoming an approved source to contact DSCCAOSAR@dla.mil to learn about submitting a Source Approval Request Package, though for this specific procurement, the acquisition is restricted to the current approved source.

For these reasons, PSNS&IMF has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, PSNS&IMF will assess whether competition for future requirements is feasible.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.
