JUSTIFICATION AND APPROVAL for SOLE SOURCE

Purchase Requisition # W90V7G0069G100 / 115529822

Organization/Line Office: Utah Army National Guard, CSMS G4

Description of Action being approved: New contract with option, firm fixed price

Description of Product, Supplies or Services required to meet the Agency’s needs: Haas CNC Mill

An identification of the statutory authority permitting other than full and open competition:

This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a).

Identification of the Justification Rationale:

1. The integrated table (cutting/mounting surface) is slotted in both directions, 7 slots in “Y” axis and 3 slots in “X” axis, which is exclusive to Haas.

2. The Haas mill includes attachments, i.e. chip conveyor, tool setter, etc. Adding these attachments to other bids will significantly increase the overall cost of the item needed. The savings to the organization will be over $19,000.00 in comparison to similar machines.

3. Onsite local training is available. Our machinist has over 15 years of experience on HAAS brand machinery allowing him to be fully functional day one.

4. HAAS machines have programmable coolant for the cutting tool, this will extend the lifespan of the cutting tools, eliminate excessive wear, and tool breakage.

5. There is local service and support for issues should they arise.

6. This is a machine that is built and manufacture in the United States. This would eliminate overseas shipping and delays.

Fair and Reasonable Price Determination:

Award issued under this individual sole source justification shall represent a fair and reasonable price as the agreed to pricing will be based upon price analysis in accordance with FAR 13.106-3(a)(2). Therefore, the price paid will represent the best value and result in the lowest overall cost to meet the needs of the Utah National Guard. Will compare prices of previously awarded CNC Mill contracts.

Actions to Increase Competition:

The current requirement is limited to a Haas CNC Mill due to the integration of the Hass Lathe on site and because the Haas CNC Mill’s integrated table is slotted in both directions; 7 slots in “Y” axis and 3 slots in “X” axis. A Special Sole Source Notice will be posted on BETA.SAM.GOV to determine if any other companies are capable of providing a CNC Mill that meets our technical requirements.

Market Research conducted:

Reviewed available information on contract actions for CNC Mills on FPDS-NG, BETA.SAM.GOV and Electronic Data Access (EDA).

Conducted additional market research by reviewing prior year contracts awarded by various other DoD agencies.

Technical Cognizance:

I CERTIFY THAT THIS JUSTIFICATION IS ACCURATE AND COMPLETE TO THE BEST OF MY KNOWLEDGE AND BELIEF, AND THAT COMPLETING THIS PURCHASE AS A LIMITED/SOLE SOURCE IS IN THE BEST INTEREST OF THE GOVERNMENT.

ADDITIONALLY, I APPROVE THIS JUSTIFICATION TO LIMIT COMPETITION SUBJECT TO THE AVAILABILITY OF FUNDS AND PROVIDED THAT THE SERVICES OR SUPPLIES HEREIN DESCRIBED HAVE OTHERWISE BEEN AUTHORIZED FOR

ACQUISITION.
