Sole Source Justification and Approval
1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics
Activity (DMEA).
2. Nature/Description of Action: Approval is being requested for a new Firm Fixed Price contract for software maintenance support of previously procured licenses of COMSOL software and the purchase of additional software modules.
3. Description of Supplies/Services: The COMSOL Multiphysics software product suite is made up of a variety of modules that are categorized in the following areas: Electrical, Mechanical, Fluid, Chemical, Materials, Electromagnetics, Heat Transfer and Equation Based
Modeling. The anticipated contract value is $32,640.00.
4. Authority Cited: FAR 13.106-1(b), Soliciting from a single source.
5. Reason for Authority Cited: COMSOL is capable of simulating electrical, as well as mechanical effects, on a semiconductor device. At the atomic level, such effects are often related on a secondary or tertiary manner. It is vital that such effects be accurately accounted for, as the simulations are the foundation for reliability estimates provided by DMEA to major DoD weapons programs. DMEA has multiple active tasks requiring COMSOL. Software maintenance on DMEA’s current COMSOL license expired on 6/1/2020. Progress has been halted. Without software maintenance support, DMEA will fail to meet deadlines. DMEA is and will be involved in the analysis of integrated circuit components, at the atomic level, for several high-profile DoD weapons systems. Use of COMSOL software is required for continued DMEA participation in these important DoD weapons programs. Simulation plays a central role in these efforts, as it is impractical to measure and quantify the effects of intrinsic and extrinsic phenomena on atomic constituents such as individual electrons. This level of detail is required to characterize effects as dielectric breakdown, impact ionization, and quantum tunneling, which impact the reliability of these important systems. Additionally, the DMEA physics staff who will be the primary users of this software have training specific to integrating COMSOL into the DMEA simulation flow.
Such integration is an unknown risk with software supplied by other vendors.
6. Efforts to Obtain Competition: None.
7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon current price lists.

8. Market Research: The software has been in use at DMEA since 2015. A review of GSA website did not find any potential vendors. A review of FBO.gov revealed that other government entities procure this requirement as brand name or sole source procurements. A review of other multiphysics platforms found that they lack the ability to correlate disparate physics phenomena into a single solution matrix, which is a necessary requirement for DMEA.
