Text version

A firm fixed priced indefinite-quantity-indefinite-delivery (IDIQ) will be used. There will be a five (5) year ordering period to allow annual calibrations to be ordered for the two base Lyft units. The initial task order will allow twelve (12) weeks from issuance for delivery.

The total value of the requested package is $288,075.00. The first task order will include the equipment for $263,155.00 using FY21 O&M funding. Future year calibration task orders are priced at $3,115.00 each.

4. The statutory authority permitting sole source.

The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), using the procedures at FAR 13.5 IAW 41 U.S.C.1901. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

Before bringing their findings to code 440, code 1000i worked with industry partner to scour the open market for a solution to a problem in the shipyard. Over one month, researched over 50 corrosion detection solution providers and interviewed 10 SMEs to gain an understanding of the most applicable technologies. On November 3, 2020, hosted a virtual Exploration Workshop during which the PSNS team engaged with six prioritized companies to explore a variety of corrosion detection approaches. Of the six, two companies showed promising results.

Eddyfi’s proprietary Lyft technology was the only one to efficiently scan flat plate steel in real time. The other promising company, , provided a demonstration of their technology on a sample piece of superstructure from PSNS under contract . The results of that demonstration did not identify the known areas with corrosion on the sample.

solution was that they could use manual methods instead to identify the corrosion. However, those manual methods are already used by PSNS and would not satisfy the current requirement to find new, efficient technologies for detecting corrosion without removing protective coatings.

Eddyfi also provided demonstration on the same piece of sample superstructure. Their Lyft Pulsed Eddy Current system was able to detect the known areas of corrosion on the sample without use of manual methods or removal of coatings.

6. A description of efforts made to ensure offers/quotes are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized in FEDBIZOPPS (as required by FAR 5.2) and, if not, which exception under 5.202 applies.

The requirements generator provided the presentation slides from the November 3, 2020 Exploration Workshop with . This presentation is in the contract file as “A10.1_CUI Presentation.” Within this presentation is a summary of the six companies that virtually presented their technologies. The requirements generator described of the presenters that all but two were either not able to scan in real time and/or could not scan flat plate steel like on submarine superstructure. One company only had a concept and was looking for funding to develop it, but PSNS is seeking already developed solutions for this requirement. After these virtual presentations, the two companies with promising capabilities demonstrated their scanning technologies on a sample piece of superstructure provided by PSNS. Part 5 above details those results.

After the industry research done by the requirements generator (see part 5 above), an Intent to Sole Source was posted to beta.SAM.gov on 15 April 2021 and closed 10 May 2021. It was expected that more interested parties might respond at this stage. No responses were received.

7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the contracting officer that the anticipated cost to the government will be fair and reasonable.

The total value of the requested package is $288,075.00. The contracting officer determines that the anticipated cost will be fair and reasonable based on historical invoices provided by Eddyfi for similar equipment packages sold to Government and Non-Governmental customers. When comparable line items were reviewed between Eddyfi’s responding quote and historical invoices, the currently quoted costs were found to be within a reasonable 12% range of the historical prices.

8. A description of the market research conducted and the results or the reason market research was not conducted.

As described in part 6, extensive research with industry partner found that Eddyfi is the OEM for the only equipment that satisfied this requirement.

After this initial research, an Intent to Sole Source was posted to beta.SAM.gov on 15 April 2021 and closed 10 May 2021. No responses were received.

As this type of technology develops, PSNS&IMF Industrial Management Department C/440 will again assess whether competition for future requirements is feasible.
