Section B: Description of the Supplies/Services Required has a requirement for the y to grant the rights to use the educational content provided only by the . has been purchasing books for students that included the license to run this simulation. no longer has the need for the book but would like to continue to purchase the student licenses. Instead of buying per student, negotiated a single year license. This license allows to run the simulation as part of our training class.

Section C: Justification for Soliciting from a Single Source or Brand Name

FAR 13.106-1(b)(1)(i) applies: The contracting officer determines that the circumstances of the contract action deem only only source reasonably available.

This acquisition is for a brand name simulation only provided by the . The simulation is integrated in advanced project management course. It has been a part of the course since 2007. would have to stop training if the simulation was not available. This impacts 255 students a year and over 108 days of training required for project management certifications. Instead of the per student license this is a single yearly license agreement with the company for which is cheaper than the per student license cost. The cost to rewrite the course would cause substantial duplications of costs that cannot be recovered through OTR competition.

Section D: Efforts to Obtain Competition

Multiple commercial books and simulations were evaluated and was selected. then developed its advanced project management course (IPM 301) around the commercial simulation. Due to the embedded integration into the IPM301 course, the simulation license can only be obtained directly from the Company.

Section E: Steps to Preclude Future Single Source or Brand Name Awards is evaluating options for developing its own organic simulation, but will need to continue purchasing licenses from the Company until we are able to develop and integrate that solution into the IPM301 course. will continue to seek alternative source by monitoring the industry and conducting research including nternet searches, trade journals, and attending industry conferences. Future actions will be under Full & Open Competition procedures to the maximum extent practicable.
