Issued by
Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground

About this file

This justification document proposes a sole source procurement of 70 Motorola APX 4000 series handheld radios with encryption and chargers from Motorola Solutions. The Raymond W. Bliss Army Health Center requires the radios to operate on the Fort Huachuca land mobile radio trunked system installed in 2012 by Motorola under contract. As the sole provider of programming software, hardware and training for the system, Motorola is the only brand that can be integrated without significantly increased costs and delays for new certifications and radio personnel training. The solicitation will be posted to SAM.gov under opportunity number W91RUS23R0037 with an anticipated award date in August 2023 using fiscal year 2023 Operations and Maintenance, Army funds. Being the incumbent provider maintains compatibility and allows continuation of critical radio communications capabilities for the installation.

Sole Source Justification and Approval Under FAR 13.501

1. Contracting Activity: Army Contracting Command Aberdeen Proving Ground (ACC-APG), Huachuca Division, Building 61801 Room 3410 Greely Hall, Fort Huachuca, AZ 85613-7070

2. Description of Action: Raymond W. Bliss Army Health Center (RWBAHC) requests a firm price purchase order. The government projects award for August 2023 and fiscal year 2023, using Operations and Maintenance, Army (OMA) funds will be used.

3. Description of Supplies/Services: Raymond W. Bliss (RWB) Army Heath Center needs a quantity of 70 each Motorola Handheld Radios APX 4000 Series with encryption and chargers.

4. Authority Cited: 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: Ft. Huachuca’s Land Mobile Non-tactical, trunked radio (NTTR) system was installed in 2012 by Motorola Solutions. The contract for installation included 800 portable radios, programming software, programming hardware, and radio programming training for personnel assigned to manage the new radio system.

Several companies build radios that are compatible with the Ft. Huachuca radio system and meet all Army and Federal Government NTTR radio certifications and requirements. Like Motorola, they provide products and services to the Army and DOD in CONUS and OCONUS settings

Ft. Huachuca currently only has the programming software, hardware, and training/experience to program Motorola brand radios. When acquiring radios for use on the Ft. Huachuca trunked system, the purchasing unit or organization is responsible for providing radio programming cables, laptops, software, and training to NEC radio personnel. The acquiring function must also fund the annual software license fees and occasional training for new radio personnel as needed.

6. Efforts to Obtain Competition: The solicitation and the redacted brand name justification will be posted to www.SAM.gov

7. Actions to Increase Competition: Time constraints and funding availability do not allow for the establishment of a new non-tactical trunked radio (NTTR) system contract to replace the one that has been supporting the entire installation since 2012. To introduce a new brand, an organization would have to initiate a very lengthy and much costly purchase process significantly increasing the funding requirement to encompass hardware, software, and radio programming training. Time would also be extended to encompass documentation necessary for Army and Federal Government NTTR radio

certifications and other requirements. This specific model of radio was recommended by the Ft. Huachuca EM radio manger to be to fulfill the requirements for feature set bandwidth, and security.

8. Market Research: Initial purchase requirement begins with installation radio support.

Recommended source complies with feature set, bandwidth, and security. Based on the current approved and authorized support contract. Motorola is our only option.

9. Interested Sources: Motorola has several resellers that will be able to quote on this solicitation.

10. Other Facts: None.
