The proprietary nature of this manufacture CAL solution of Sparx Client Access License (CALs) software precludes sourcing other manufactures similar equipment/products because "no other" enterprise architecture software platform is compatible to AFRC requirements, and "no other" manufacture offers the full/broad amount of enterprise architecture applications required to meet our current essential wartime mission. Only one awardee is capable of providing the all elements of this effort required at the level at the level of quality required because the supplies or services ordered are unique or highly specialized”. This license purchase will "upgrade" AFRC's current enterprise architecture platform by improving current working conditions and adding additional capabilities that are needed to meet SAF efforts to transition MAJCOMS into the Digital Air Force. These CALs will serve the architecture requirements for two contracts currently in place This software will be compliant with all the Defense Information Systems Agency (DISA) & Security Technical Implementation Guides (STIG) in maintaining a clear security level of software CAT1-4 Security Vulnerabilities. This purchase will have a cost savings result for AFRC after the initial purchase. Quantifiable savings include reduced architecture update times, enhanced environment performance, increased efficiency and a more stable software environment. HQ AFRC will continue to review the feasibility of using alternative brands to satisfy requirements, but to this date, there is "no other" Enterprise Architecture Software Platform that offers DoD the brood amount of essential enterprise architecture capabilities required to meet our current virtual wartime mission.
