FULL AND OPEN COMPETITION

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
The individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new firm-fixed price, routine sole source, requirements type contract. Selex Systems Integration, Inc., Commercial and Government Entity (CAGE) code 64415 is the only known contractor that possess the data, parts, test equipment, and test facilities necessary to repair the Distribution Unit and the Circuit Card Assembly for the AN/GRN-30. The repair data and acceptance test criteria needed to foster additional competition for the repair is not available to the government.
The contemplated contract is for the repair of the Distribution Unit and the Circuit Card Assembly for the AN/GRN-30. AN/GRN-30 is part of the runway guidance system used to transmit and monitor signals to and from the airfield antennas. This information is displayed as a visual indication enabling a pilot to maintain the proper course until visual contact with the runway and the landing is completed. In accordance with FAR Part 16, a 3-year basic with two 1-year options is considered to be appropriate for this acquisition. The estimated total value of this award is $203,705 with an estimated award date of 28 June 2019.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET
THE AGENCY’S NEEDS
Under the contemplated contract, Selex will provide the repair services for the Distribution Unit and the Circuit Card Assembly. Quantities listed are Best Estimated Quantities (BEQ) based on repair historical demand and anticipated future failure rates. The unit price and estimated dollars are based on the previous contract repair prices.

Due to the circumstances described below in Section V, IX and XI there are no immediate actions that could be taken to develop competition. Therefore, it is considered appropriate to seek approval for more than one fiscal year. If other qualified or approved sources become known during the life of this contract, competition will be considered and utilized to the maximum extent practicable.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES
THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
This contract will be for the repair of the Distribution Unit and the Circuit Card Assembly for the AN/GRN-30. Due to the complexity and criticality of this component, market research revealed Selex is the only qualified source. The subject assets are highly specialized and must be able to tolerate high voltage. Only Selex has the special tooling, special equipment, facilities and specialized expertise to sufficiently meet the Government’s needs. Selex Systems Intelgrati, Inc., the Original Equipment Manufacturer (OEM), is the only known source that possess the required software/hardware.
The repair data and acceptance test criteria needed to foster additional competition for the repair is not available to the government and it is not possible for the government to draft adequate specifications for the subject repair because of the specialized nature of the item as described above.
The 424 Supply Chain Management Squadron believes that award to any source besides Selex would result in substantial duplication of cost that is not expected to be recovered through additional competition and would result in unacceptable delays in meeting the Air Force’s delivery schedule. Selex is the only firm capable of providing the repairs described in section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirement. Selex possess the data, parts, test equipment, and test facilities independently. See additional information in Section IX.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
On December 4 2017, Selex was contacted via email to request they provide the data for this item to the Government. Selex did not respond to this request.
In accordance with FAR 5.201, this requirement shall be synopsized and the Request for Proposal will be posted to the Federal Business Opportunities (FedBizOpps) website. Repair Qualification Requirements do not apply. A Sources Sought Synopsis was posted under solicitation number “FA8119-17-R- 0036” to the FedBizOpps on 25 Sept 17 through 16 Oct 17. No responses were received from anyone other than Selex.
The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the production/repair of AN/GRN-30 NSNs:
5895-01-534-4227, 5998-01-534-3613, 5998-01-534-4240, 5998-01-534-4239, 5998-01-534-3614, and 5998-01-534-4238
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor will be required to provide sufficient other than certified cost or pricing data for the Government to determine the price fair and reasonable. A detailed price analysis will be accomplished. The Defense Contract Management Agency and/or Defense Contract Audit Agency may assist with the analysis and may assist with inputs throughout the life of the contract.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
Market research, in accordance with Far Part 10, was conducted by the multi-functional team consisting of the Engineer, Contracting Officer, and Production Management Specialist. A review of Parts Manufacturer Approvals (PMA), HAYSTACK, and a web search of the part numbers and NSNs were conducted on 18 Dec 17. This research revealed that there is not a commercial process available, nor are there any non-developmental items available to meet this requirement. A Sources Sought Synopsis was posted to FedBizOpps under solicitation number “FA8119-17-R-0036” on 25 Sept 17 with a response date of 16 Oct 17; results are discussed in Section VI.
On December 4 2017, Selex was contacted via email to request they provide the data for this item to the Government. Selex did not respond to this request.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL
AND OPEN COMPETITION
The 424 SCMS engineering community evaluated the possibility of reverse engineering these parts. The cost to reverse engineer these items would be approximately based on the cost of reverse engineering similar items. The process of reverse engineering is estimated to take 4 years to complete from the initiation of a Consolidated Sustainment Activity Group Sustaining Engineering Project (CSAG). This timeframe includes the budget request period, purchase request processing, contract negotiation and award, period of performance, qualification testing of the reverse engineering process to support the effort. The life cycle of the systems associated with this part are set to end in 2025. The cost to reverse engineer this item is not expected to be recovered over the life of the weapon system.

TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION
BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES
OR SERVICES REQUIRED
In Accordance with 10 USC 2320 (d), the government can provide replenishment parts, for sale or loan, in order that businesses can attempt to reverse engineer this repair process. A notice will be placed in the aforementioned FedBizOpps synopsis directing potential offerors to inquire of the Oklahoma Air Logistics Complex Office of Small Business Source Development (OC-ALC/SB) as to the availability of replenishment parts for sale or loan for reverse engineering purposes.
An effort to reverse engineer an item is usually undertaken when the cost of contracting the repair of the part exceeds the cost of reverse engineering it. Other factors that influence the decision to undergo the reverse engineering proves include the risk such an effort includes and the time required (typically 2 years)
The 424 SCMS will continue to monitor the marketplace for repair source development and will continue discussions with the OEM regarding additional approved repair sources, synopsize the requirement, re-screen, and attempt to acquire the data necessary to qualify additional sources.
Per PGI 206-304(a)(S-70)- As indicated by signature on the Coordination and Approval Document, the previous J&A has been reviewed and the Approval Authority determines that and all stated actions to remove barriers to competition have been accomplished.
