Section B: Description of the Supplies/Services Required
In an effort to standardize HH-60G helicopter training across Air Force Air Combat Command (ACC), the government is in need of one (1) MRVR Simulators for the HH-60G Pave Hawk Helicopter to consist of the following:
- MRVR Deployed Mission Rehearsal System, 60G Flight Controls (2 ea.)
- MRVR Software License (3 ea.)
- MRVR Hardware Package, VR Headset, Laptop, pelican case, controllers, accessories (3 ea.)
-Training (1 ea.)
- Packing/shipping insurance (1 ea.)
-Installation (1 ea.)
Section C: Justification for Soliciting from a Single Source or Brand Name
FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 3304 (a)(1).
FAR 6.302-1(a)(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
Section D: Efforts to Obtain Competition
Only one technically acceptable offer was received in recent purchases. The Dynamic Small Business Search on the Small Business Administration's website produced several vendors with potential capability narratives; all were contacted but none could provide this or a similar requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
A special notice was posted on Federal Business Opportunities (FBO), the government-wide point of entry at www.fbo.gov. The special notice was posted for a previous purchase on 25 July 2019 and closed 1 August 2019. The special notice informed vendors of the government's intent to award a sole source contract for Armick, Inc. for three
(3) MRVR simulators for the HH-60G and provided a point of contact if they had any questions. However we expect future requirements will continue to be sole source, especially if compatibility between systems is a requirement for future acquisitions.
