This document is a justification for a sole source contract award. The Naval Sea Systems Command requires long lead motors from Moog Inc. to support repairs of a critical system component. Moog possesses the unique expertise and facilities required to manufacture these complex motors, as no other offerors were able to meet mechanical and performance requirements during previous development. Moog Inc. currently possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver these motors for
During system development, the motor performance and mechanical limitations were sent to multiple offerors. No offerors were able to come back with an acceptable solution other than Moog Inc. This part is now part of an and changing that component will incur large amounts of non-recurring engineering (NRE).
Any change to this approved part could significantly impact and will require substantial NRE dollars to qualify the new component. A revision to the would need to be generated, reviewed, submitted and approved.

Based on the above, it is in the Government’s best interest to award this requirement to Moog Inc on a sole source basis to prevent unacceptable delays and duplication of costs in providing motors.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Based on the analysis provided in Section 5, there is only one sole source supplier capable of manufacturing the required motors, Moog Inc. (CAGE Code: 99932).
In an effort to maximize competition and continue market research, in accordance with FAR 5.2, a combined synopsis and solicitation will be posted to SAM.gov (Government Point of Entry) inviting all potential offeros to submit a capability statement. Any challenges to this sole source will be brought to the attention of the Competition Advocate prior to contract award.
7. Determination of Fair and Reasonable Costs
The contracting officer will conduct price analysis using FAR 13.106-3 and or 15.404-1(b) and 15.404-1(c) methods, in accordance with FAR 13.0003(g)(2) to determine the proposed prices fair and reasonable
8. Actions to Remove Barriers to Competition
For the reasons described in Paragraph 5, including the unacceptable delays and duplication of costs, NUWCDIVNPT has no plans at this time to compete for a different vendor capable of producing the required motors. If another potential source emerges, NUWCDIVNPT will assess whether competition for future requirements is feasible.
