The limited sources justification will be removed for future procurements if an alternate approved vest is identified.

The purpose of this requirement is to purchase First-Spear Aircrew Body Armor Vest (ABAV). The Human Systems Program Office (AFLCMC/ WNU) out of Wright-Patterson AFB sent memo (Interim Safe-to-Fly (StF) Extension for Aircrew Body Armor Vest (ABAV) ) on 20 January 2022. The ABAV is approved for use under an iStF.

II. Nature and/or description of the action being processed.
The purpose of this requirement is to purchase First-Spear Aircrew Body Armor Vest (ABAV). Equipment purchase is to replace the Eagle CIACS Vest and support the 301st RQS/ HH-60 aircrew during Search and Rescue operations (CSAR and SAR).
III. Description of supplies/services required to meet agency needs.
FirstSpear ABAV (Aviation Body Armor Vest) safe to fly for rotor wing operations. The vest load carriage systems that transition from air, land to over-water operations even further, utilizing the Instant Adjust Back Panel and Adaptive Maritime and Land Cummerbunds this system configures quickly for the full spectrum of operational environments.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
The Human Systems Program Office (AFLCMC/ WNU) out of Wright-Patterson AFB sent memo (Interim Safe-to-Fly (StF) Extension for Aircrew Body Armor Vest (ABAV) ) on 20 January 2022. The ABAV is approved for use under an iStF.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
Fair and reasonable price determination will be made IAW FAR 13.106-3, Award and Documentation.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market research has concluded of at least two vendors that are capable of providing this product.
VII. Other facts supporting the justification.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
As soon an alternate option is provided by Human Systems Program Office (AFLCMC/WNU) we will add that vest to our inventory to make sure we have different options for procurement and issuing to the end user.
IX. Certification by the Contracting Officer.
