5. Reason for Authority Cited: There is a continuing need for BNEF Online Subscriptions.
No other firm but Bloomberg Finance L.P. possesses the world-wide manpower capability to generate the required energy market data for the Government.
The OEI/OEA/USN utilize the BNEF online subscription service on a daily basis to assist with their commitment to employing an enterprise-wide approach to initiate, execute and manage large-scale renewable energy projects on U.S. Army installations and U.S. Air Force sites worldwide. The data subscription services will contain and cover the following contents: Daily News Watch; Weekly Clean Energy and Carbon Brief; News Archive; News and Analysis of Policy Developments and Industry Trends; Research Notes; Analyst Reactions; Quarterly Outlooks; Deep Dives; Focus Reports; Conference Calls; Insight Data; Policy Database;
Proprietary Models; Investment Database; Investment Directory; Investment Trends; Premium Analytics; Research Support; Data Mining; Consulting; Multi-Client Studies; NYSE-BNEF Clean Energy Indices; Sector Indices; Regional Indices; NEX Index; Solar Pricing Indices; a Wind Turbine Price Index; a Power Purchase Agreement (PPA) Index; in-depth industry and policy trends in key markets including China, India, and Brazil; Levelized Cost of Electricity (LCOE) margins; sector specific models include demand forecasts; price indices; finance; import costs; supply; cost; and proprietary data sets.
6. Efforts to Obtain Competition: An Internet search was conducted in order to find vendors that can provide an online subscription to extensive data in the energy markets as outlined in 8.
Market Research below.
7. Actions to Increase Competition: CEHNC posted a pre-solicitation notice on 21 March 2017 utilizing FedBizOpps. No vendors wrote to express interest or capabilities for this requirement.
8. Market Research: On 8 June 2016, Market research for this requirement was conducted in accordance with FAR 10.002(b)(2). The query revealed one (1) firm capable to provide only a portion of the data requirements, but cannot provide analysis specifics to the numerous and varied energy sectors which are necessary to satisfy this requirement. In addition, the vendor cannot provide the proprietary price indices for renewable energy markets. Further queries into the United States Army Corps of Engineers IDIQ database also searched for existing contracts providing similar products, but no sources were revealed. Therefore, IAW FAR 10.002(b)(1), an open market procurement to only one (1) available source, Bloomberg Finance L.P., will satisfy this requirement.
Bloomberg Finance L.P. is registered in the System for Award Management as a large business (CAGE code 51M77). They have no active exclusions.
