About this file
This justification and approval document outlines a sole source award of a firm-fixed-price contract by the Naval Sea Systems Command Naval Surface Warfare Center Dahlgren Division to Laurel Technologies Partnership for one Ship Self Defense System TI-16 Integrated Radar Imaging System Lab Kit. The equipment, priced at $35,256.49, is required to support testing and validation efforts for the SSDS program and will be utilized by the Surface Combat Systems Center. A market survey found DRS Laurel Technologies to be the only manufacturer that can provide this proprietary product compatible with existing SSDS architectures. No other vendor's equipment could meet requirements without significant redesign and additional qualification testing costs estimated at over $1.2 million. The contract was awarded on August 31, 2022 to ensure delivery within 51 weeks to support program schedules.

JUSTIFICATION AND APPROVAL
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
Award of a firm-fixed-priced contract on a sole source basis for critical equipment to be used by the NSWCDD Dam Neck Activity (DNA), Computing Systems Branch, , manufactured by Laurel Technologies Partnership, doing business as DRS Laurel Technologies.
3. Description of Supplies/Services
The NSWCDD DNA, requires a quantity of one (1) each Ship Self Defense System (SSDS) TI-16 Integrated Radar Imaging System (IRIS) Lab Kit, part number LT-2000501. Delivery is required fifty-one (51) weeks after receipt of the order or sooner, if available.
The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The estimated cost of the proposed contract action is Fiscal Year 2022 Other Procurement, Navy, funding will be provided for this procurement.

J&A Number:
5. Rationale Justifying Use of Cited Statutory Authority
The requested DRS Kit is required in support of the SSDS program supported by NSWCDD DNA, . This component will be utilized by Surface Combat Systems Center (SCSC), Wallops Island, Virginia, to validate the future tactical builds. The SCSC is required to have end-item hardware to conduct these tests prior to system certification testing and gain concurrence from
The equipment is compatible with existing SSDS project effort, The system will be used in support of and The SSDS program selected the DRS equipment as part of the Fundamental Foundation Equipment to test, verify, and validate the tactical computing equipment design. This equipment meets form and function replacement of the tactical equipment and will validate future capability required for These components are being deployed on The SSDS test team will test and run the SSDS application software required for particular components. This equipment represents the exact models used in the tactical version to assure the specifications meet all expected requirements, which are unique to this make and manufacturer. This will assure the lab developed requirements will work exactly as the
Awarding to any other manufacturer would result in the component being unusable by the Navy. If these items are not procured, it will have a tactical system impact to ship schedules, capability development, and fleet support. This specific brand name product is required as another vendor's products would result in a system redesign and re-qualification costing more than $400,000.00 for design and $800,000.00 for re test and qualification for labor alone. The cost to replace the current ship-board equipment would be in the millions. This additional cost could not be recovered through a full and open competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research conducted included the following: The SSDS lead design agent team conducted research. DRS Technologies is the only manufacturer that can provide this product that is compatible with the existing network and equipment management architectures of the SSDS. Working with industry partners, as well as other government agencies, this product was identified as the only product to meet testing requirements with
NCH 53.6-2
appropriate fidelity and accuracy. As a result of this market research and the review of the manufacturer's compatibility and system specifications, it was determined this product is the only solution. DRS Laurel Technologies verified no authorized resellers are available for these proprietary parts resulting in DRS being the only avenue to maintain OEM specifications for certification, engineering, and operational testing requirements.
The proposed contract will be was synopsized on the Federal Business Opportunities (FEDBIZOPPS) website. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than DRS Laurel Technologies to provide the required equipment.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
Proprietary data limits competition. The NSWCDD DNA will continue to monitor the market to identify competition if available. For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
