Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
I. Contracting Activity.
AFTC PZ-Eglin
II. Nature and/or description of the action being processed.
This action will be awarded as a new contract to fill existing positions at the 96th Medical Group, Eglin AFB, Florida.
The original positions are ending on 30 September 2019. The base period of performance for this contract will be from 01 October 2019 to 30 November 2019 with two one month option periods from 01 December 2019 to 31 December 2019 and from 01 January 2020 - 31 January 2020.
Ill. Description of supplies/services required to meet agency needs.
Various Surgical Positions: 11 Full Time Equivalent Health Care Workers to include the following:
Diagnostic Medical Sonographer - Ultrasound Technologist (3 FTE), Lead Registered Nurse - Operating Room (3 FTE), Registered Nurse - Operating Room (2 FTE), Surgical Technologist - Operating Room (2 FTE), and Registered Vascular Technologist services (1 FTE) to support the 96th Medical Group, Eglin AFB.
The positions must, at a minimum, meet the requirements stated in the Performance Work Statement (PWS) of the contract. Contract information in terms of the work schedule, duty hours, and any Medical Treatment Facility unique requirements for the Labor Categories are provided in the PWS.
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901); 10 U.S.C.
2304(c)(2)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
A Task Order Purchase Request (TOPR) was solicited on the DHA MOS IDIO contracting vehicle for the required efforts on this contract. Before the TOPR closed on Symphony it was protested by an interested party. The protest was submitted on 18 July 2019.
This contract is required because of the Task Order Purchase Request protest. Currently, the GAO is making a decision on the protest. The GAO has 100 days to make a determination._ The 100 day period will end on or about 26 October 2019.
The base period of performance on this contract will allow enough time for the GAO to make a decision. The two one month option periods are included in this contract in the event the protest is sustained. If the protest is sustained the contracting office will need the additional option periods to re-solicit the requirement. If the protest is denied then the government does not intend on exercising the two one-month option periods.
OnesourcePCS, LLC is currently on contract for 1 O of the 11 positions requested for this contract. The current contracts for the 11 FTE were scheduled to end on the 30th of September, and be transitioned to the DHA MOS IDIO contracting vehicle. There is not enough time to compete this requirement on the open market, and utilizing the DHA MOS IDIO to create a task order is not an option either.
Patient care and safety will be severely effected if the services on this contract are allowed to lapse. The surgical unit would only be able to operate at 75% capacity. Only 3 rooms out of 4 would remain open, and this would cause additional problems for the hospital. Lowering capacity would also mean that 11 O patients would be required to be sent downtown each month for care normally received on base. These patients would be required to see new
