Certified cost or pricing date will not be required because the current estimated contract price is not above the price threshold of $2 Million (FAR 15.403-4 and 10 U.S.C. 2306(a)). Offerors may be required to provide additional information for determining reasonableness of price. The buyer only intends to award this NSN when a fair and reasonable price determination can be made. The Contracting Officer will conduct price analysis by reviewing historical pricing, usage of the Producer Price Index (PPI), and learning curve analysis. The acquisition specialist does not plan on going through the DLA Land and Maritime pricing office for assistance.
Negotiations may take place in an effort to comply with DoD Material Cost Reduction Initiative.
An option quantity will not be used for this procurement.
8. Market Research/Efforts to Obtain Competition:
Market Survey [10 U.S.C. 2304(f)(3)(D)]: Market Research surveys were sent out by the previous buyer of record on 07/13/2021 to ECI Defense Group (3SDB5), Pioneer Industries, Inc.
(66200), and Linmarr (1GX03). On 01/31/2022, the current buyer reached out to the previous buyer asking what kind of responses he received back from Linmarr (1GX03) and Pioneer Industries, Inc. (66200) and he replied back that he believed he did not receive any responses from them. As such, the current buyer of record sent out via e-mail on 01/31/2022 market research surveys to Pioneer Industries, Inc. (66200), and Linmarr (1GX03) with a requested return deadline of February 10, 2022, and also to the sole approved source of supply, MAG Aerospace Industries, LLC (29780). As the previous buyer had reached out via e-mail on 07/13/2021 to previous awardee, ECI Defense Group (3SDB5) and ECI had responded back to him on 07/20/2021, that ECI was not interested in supplying an offer on a Long-Term Contract (LTC) and since this buy is a one-time, Firm Fixed Price, large buy acquisition, not an LTC, the current buyer reached via telephone and e-mail on 01/31/2022 to point-of-contact (POC), , Client Coordinator of ECI (3SDB5) requesting if ECI would be interested in submitting an offer for this item on a large buy acquisition. replied back via e-mail on 01/31/2022 and stated that ECI is interested in submitting an offer on this current large buy. The previous buyer also contacted Honeywell & on August 23, 2021, Honeywell replied back to him via e-mail that Honeywell is a ‘No-Bid’ and this item is on their non-procurable list.
The sole approved source of supply, MAG Aerospace Industries, LLC (29780) responded back to the buyer’s request for their completion of the market research survey sent to them via e-mail on 02/06/0202 and referred the buyer to their dealer/distributor, ECI Defense Group (3SDB5) for completion. On February 9, 20222, , Client Coordinator of ECD Defense Group (3SDB5) e-mailed ECI’s completed market research survey. No responses were received back from Pioneer Industries, Inc. (66200), and Linmarr (1GX03).
A Sources Sought notice was posted to the Federal Business Opportunities (FBO)/SAMs by the current buyer on January 31, 2022 with a return deadline of February 10, 2022. No responses were received back from the Sources Sought Notice posted to FBO.
