JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. Agency and Contracting Activity.
This Justification and Approval to request authority for Other Than Full and Open Competition supports requirements generated for the Air Force Life Cycle Management Center (AFLCMC), Special Operations Forces/Personnel Recovery (SOF/PR) Division, Rotary Wing (WIUBC) The contracting office for this requirement is AFLCMC/WIUKB. The purchase request number supporting this contracting action is
II. Nature and/or description of the action being approved.
Due to the circumstances described herein, the activity requests authority to acquire Repair Services necessary to meet repair requirements for Ux Validator Test Sets using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This action will result in a new Firm Fixed Price (FFP) Requirements Contract. The contract will consist of a twelve month basic period and two 12 month option periods for a total estimated contract value of The sole source requirement will be obtained from the following source:
Ultrax Aerospace 4200 NE Sun Court Summit, MO 64064 Cage Code: 07PR7
III. Description of supplies/services required to meet agency needs (including the estimated value).
Under the contemplated contract, Ultrax Aerospace will provide the following services in sustainment of the Ux Validator Test Sets which are used in the maintenance of on the HH-60G helicopter:
Repair services necessary to ensure that assets are repaired and returned in serviceable condition and in the quantities listed in the following table to the USAF supply system.

The National Stock Numbers (NSNs) listed above all have the Repair Method Code/Repair Method Suffix Code (RMC/RMSC) of R3R.
RMC 3: Repair, for the first time, directly from the actual manufacturer and The Government does not own the data or the rights to the data needed to contract repair of this part from additional sources.
RMSC R: The Government does not own the data or the rights to the data needed to repair this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights.
IV. Statutory authority permitting other than full and open competition.
10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).
The agency's minimum need can only be satisfied by the unique services available from the above cited source.
The Government possesses no data on these test sets in its Joint Engineering Data Management Information and Control System (JEDMICS) repository. The Government does not own, or have unlimited rights to, the technical data for these NSNs. Further, the Government does not possess the detailed engineering information that would enable a new vendor to successfully develop a parts list and testing methodology for the repair of these items. A reverse engineering effort would not be in the best interest of the Government. The HH-60G helicopters are retiring, with all scheduled to be retired by . These test sets are only used for this aircraft. Therefore, there would be no chance of the Government recouping the cost of a reverse engineering effort during the life of the system.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.
Market Research was conducted for this test equipment by identifying descriptions and functionality of the parts. Quotes were solicited from vendors other than the OEM, but only one quote was returned; that quote was for replacement equipment and not to repair. ULTRAX, the OEM, was contacted as well for repair quotes. An RFI, FA8552-21-UXVA, was posted on beta.SAM.gov on 17 February 2021 with a closing date of 17 March 2021.
A Dynamic Small Business Search was conducted using NAICS code 811219 for Other Electronic and Precision Equipment Repair and Maintenance services at the following link:
http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm. Searches utilizing the key words "Ux Validator", "Ux test sets" and "HH60G test sets" all returned zero matches.
VII. Determination by the Contracting Officer that the anticipated cost to the
Government will be fair and reasonable.
The overall cost of this acquisition will be fair and reasonable to the government. In accordance with FAR 15.403-3. The proposed skill mix of labor, labor hours, types and quantities of material, other direct costs, and direct and indirect rates will be negotiated by the government based on recommendations from Defense Contract Management Agency (DCMA) and expert technical personnel supporting the program. The contract price will be negotiated in accordance with the procedures in FAR Part 15 ensuring the ultimate cost to the government is fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The Government does not own the rights to any data for these items. In order to develop repair capability with another source a reverse engineering effort would be required. A reverse engineering effort would not be in the best interest of the Government. The HH-60G helicopters are retiring, with all scheduled to be retired by . These test sets are only used for this aircraft. Therefore, there would be no chance of the Government recouping the cost of a reverse engineering effort during the life of the system. Also, the time necessary for a reverse engineering effort would exceed the remaining life of the system. With the aircraft entering sunset there will be no further acquisitions or services required for these items.
XII. Certification by the Contracting Officer.
As evidenced by my signature on the Coordination and Approval Document (CAD), I have determined this document to be both accurate and complete to the best of my knowledge and belief.
