I. Contracting Activity.

338 SCONS/PKD, JBSA-Randolph, Texas 78150.

II. Nature and/or description of the action being processed.

The contracting activity requests approval of this sole source Justification and Approval to purchase Advanced Plus Services Lifecycle Support from . The contractor shall provide life-cycle sustainment services for the existing Enterprise Land Mobile Radio (ELMR) system infrastructure and management of the ASTRO 25 system at JBSA-Lackland and 23 remote locations. The action will be awarded as a new, firm-fixed price, sole source contract to with a 12-month base period from 30 Sep 19 - 29 Sep 20 plus two 12-month options.

III. Description of supplies/services required to meet agency needs.

The Contractor shall provide life-cycle sustainment services for the existing ELMR system infrastructure at JBSA-Lackland and 23 AETC remote sites. The Contractor shall sustain ELMR operations and cybersecurity policy compliance by maintaining relevance with manufacturer and third party software and hardware support capabilities as well as keeping it within two versions of the latest manufacturer release. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items and non-personal services necessary to deliver turnkey services comprised within the

Advanced Plus offerings. This includes Network Event Monitoring services to detect abnormalities and initiate technical solutions before users are impacted; Remote Software Update Services (RSUS) to patch system software and comply with cybersecurity accreditation requirements; Preventive Maintenance Inspections (PMI) services to maintain system components within manufacturer specifications; on-site maintenance response and helpdesk technical support services for issue resolution; and depot hardware repair services for items that cannot be fully serviced on-site. The Contractor shall perform to commercial best practice and standards as well as specific technical references within the PWS.

Contractor performance shall support sustainment and lifecycle management of the AETC ELMR system to include the ASTRO25 system core, remote site infrastructure and backhaul connectivity equipment, and third party solutions. Maintaining the ELMR system within two versions of the latest manufacturers release is critical to network security, ensuring the availability of repair services, and maximizing the system's lifecycle.

The Contractor shall maintain the ELMR system by supporting all existing operational capabilities and feature sets such as secure wide area radio communications, Integrated Voice & Data (IV&D), Over-the-Air-Rekey (OTAR), Over-the-Air-Programming (OTAP/PoP25), centralized audio recording, and network connectivity (i.e. Backhaul).

COMMERCIALITY: The required services are considered to be commercial in nature IAW the definition of commerciality in FAR Part 2.

PERIOD OF PERFORMANCE AND ESTIMATED COST BREAKDOWN

The contracting activity anticipates the use of option periods in this contract as the service will be required for the foreseeable future because the lifecycle of the system will continue until 2027.

IAW FAR 17.207(c) the Contracting Officer shall make a determination prior to exercising each option period. Below is the anticipated period of performance for this contract, including option

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The ASTRO 25 ELMR system at JBSA-Lackland utilizes proprietary software, hardware, and protocols which are only supported by . The System Support Center is proprietary, therefore, is the only source capable of providing certified technicians, 24X7 support, software updates, and certified OEM parts to provide life cycle sustainment to the existing robust AETC ELMR infrastructure.

Awarding to another source would result in substantial duplication of costs that are not expected to be recovered through competition. manufactured systems could provide similar capabilities but are not compatible with the current LMR system in place, forcing a full replacement of base level infrastructures and LMR subscribers to deliver the same capabilities. Estimated costs would exceed and take years to complete under the most favorable budget environment. Since 2009, AETC has funded and implemented in LMR infrastructure and subscriber radio procurement contracts and must sustain these systems to maximize return on investments.

Accordingly, is the only firm capable of providing the services described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

In accordance with FAR Subpart 5.203(a), a Notice of Intent to pursue a sole-source contract with was posted on the Government Point of Entry (FedBizOpps - FBO) on

23 August 2019 and closed on 6 September 2019. The Government required all interested persons to identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement; to which the Government would consider any responses received prior to awarding a sole-source contract. Only one response was received from a small business. After a technical review, it was determined this business is not capable of providing the service needed as they could only provide subscriber (hand held radios) which does not meet the requirement and therefore is not a viable candidate.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A fair and reasonable price will be determined by using price-analysis techniques IAW FAR Subpart 15.404, which include the use of Independent Government Cost Estimate and historical data on similar efforts. Additional comparison of proposed pricing will be done using commercial market pricing for similar products and services used to fulfill this requirement. However, if during the evaluation the CO cannot clearly determine that the price is fair and reasonable, the CO may request data other than certified cost or pricing data to the extent necessary to arrive at a fair and reasonable price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

In addition to the notice of intent discussed in section VI, A6FP met with AFIMSC/IZCS and on 26 March and 12 April 2019 to define the standard levels of service for

ELMR systems and the Advanced Plus service offering which is the current Air Force standard for all MAJCOMs. HQ AETC/A6FP contacted , the manufacturer of the AETC ELMR system, the AF Installation Management Support Center (AFIMSC), and the Air Force Installation Contracting Center (AFICC) to verify potential availability of authorized resellers or dealers capable of delivering all Advanced Plus services, and concluded that is the only compatible source for the ELMR Lifecycle Sustainment requirement. The Department of Homeland Security recently issued TacCom II, a Land Mobile Radio Indefinite-Delivery Indefinite- Quantity contract for the procurement of LMR subscribers and radio infrastructure. TacCom II does not support the ELMR sustainment and lifecycle management requirements, based on a review of the TacCom II Requirements List and Ordering Guide documentation by the AETC ELMR Program Manager. TacCom II does not provide for the modernization, tech refresh, or Information Assurance (IA) services required. Therefore, it was determined that this contract vehicle does not meet the need of ELMR Lifecycle Sustainment.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The internal system operations of the ASTRO25 LMR system is dependent on designs and proprietary operations and products. At this time, there are no actions available or plan to remove or overcome barriers to competition. The Government will continue to perform market research to determine if using continues to be the most advantageous method of acquisition for this requirement; however, AETC will continue to upgrade the ASTRO25 v7.17 system Core over the planned 15 year (2027) lifecycle. The ELMR system Core components must remain 100 percent operational and functional to receive phased upgrades without considerable risk to increased effort and cost. Contracted 24/7 network monitoring and dispatch services with advanced parts replacement and priority factory repairs are required to meet AETC's requirement for reliable and secure radio communication capabilities. Until another manufacturer's products are approved and implemented to replace the existing ELMR network infrastructure, products and support services will continue to be required and utilized.
