The AFTAC STINFO Library has a requirement for specific electronic resources in order to fulfill their mission.

These specific resources are solely provided by Elsevier's Science Direct. Science Direct is the electronic platform owned by Elsevier for peer-reviewed scholarly publications. It is the electronic gateway to access the four publications ("Annals of Nuclear Energy" , "Computers & Geosciences" , "Journal of Environmental Radioactivity", "Physics of the Earth and Planetary Interiors") to which AFTAC presently subscribes. These four titles are not available in full-text format due to Elsevier's ownership of the aforementioned. Science Direct is how one accesses these titles from a central electronic location. Through access to Science Direct, and subsequently the publications "Annals of Nuclear Energy" , Computers & Geosciences" , "Journal of Environmental Radioactivity", and "Physics of the Earth and Planetary Interiors", mission-critical information becomes available; directly addressing the unique nature of the AFTAC mission. Through Science Direct these materials are available 24 hours a day, 7 days a week, 365 days a year, and AFTAC's dedicated nuclear treaty monitoring team of scientists, engineers and research personnel require information from these vital publications in order to perform their day-to-day jobs.

Accordingly, Elsevier is the only firm capable of providing the information described. If Science Direct is not renewed the scientists, engineers and research personnel who utilize the AFTAC STINFO would experience unacceptable delays in their research that is essential to their mission.

The Science Direct databases provide unique resources for the AFTAC STINFO Library. The AFTAC STINFO Library is not aware of any vendors who provide the same exact collection of data as that of the Elsevier Science Direct, in the same format, with same synergistic efficiency, or with the same archiving and search functions. The information provided by this database is crucial for the AFTAC STINFO Library to conduct their mission and effectively and with cost efficiency.

This resource is utilized daily by technical library patrons of scientists, engineers and research personnel for technical and policy research. Without Science Direct these professionals could not access "Annals of Nuclear Energy" , "Computers & Geosciences" , "Journal of Environmental Radioactivity", "Physics of the Earth and Planetary Interiors, which are critical for the success of their mission.

Accordingly, Elsevier is the only firm capable of providing the information described. If Science Direct is not renewed the scientists, engineers and research personnel who utilize the AFTAC STINFO would experience unacceptable delays in their research.

Market research confirms that Elsevier is the only known source that can satisfy the government's requirements and is intended to provide the AFTAC STINFO with Science Direct.

An intent to award on a sole source basis notice was posted on Federal Business Opportunity Net and no qualified responses that could meet the requirement were received. The proposed sole source is the only known source able to satisfy the Government's requirements.

AFSVA/SVPL and AFTAC STINFO will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of subscriptions. AFSVA/SVPL and AFTAC STINFO will continue to survey the market for vendors to obtain competition in aircraft safety publications. The library uses publishers' advertisements, interlibrary loan requests, customer suggestions and new publication reviews in conducting its surveys.
