Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting & Acquisitions Department (Code 02).

2. Description of the Action Being Approved

Progressive Technology Federal Systems, Inc. (PTFS) 1801 Research Blvd., Suite 310 Rockville, MD 20850 Phone: (301) 654-8088 Ext. 127

This procurement is for one base year and 4 option years of full service, support and maintenance.

The Bibliovation library system and related software is specifically designed and configured by PTFS. As a result, PTFS is the only company able to provide the service, support and maintenance related to this system.

This justification document is in accordance with FAR 13.501(a).

DEPARTMENT OF THE NAVY

NAVAL SURFACE WARFARE CENTER

CARDEROCK DIVISION

9500 MACARTHUR BOULEVARD

WEST BETHESDA MD 20817-5700

IN REPLY REFER TO:

3. Description of Supplies/Services

The proposed acquisition is for the purchase of the services identified in the table below for proprietary Bibliovation library software:

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1), “The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.” (FAR 13.106-1(b) (2))

5. Rationale Justifying Use of Cited Statutory Authority

The Naval Surface Warfare Center Carderock Division (NSWCCD) Technical Information Center (TIC, Code 1033) supports the technical staff in the acquisition and processing of scientific and engineering data through expertise and the use of a variety of integrated library system tools. Services and products are provided to customers across the Division, NAVSEA, the Navy, and other Government activities including technical reports, technical manual, journals, books, and other technical information services.

Bibliovation library system acquired by Code 1033 is proprietary to PTFS. As a result, PTFS is the only company able to provide required service, support and maintenance related to this system. This setup allows Code 1033 library staff to contact PTFS’s technical support contact 24 hours

Item Name System Maintenance 24 hour, 7 days a week help desk support System upgrade when needed

(4) on site visits each year; (20) onsite visits total with all option years exercised a day, 7 days a week via phone, email, or request onsite visit (4 visits per year; 20 visits total if all option years are exercised) assistance to help out with any issue related to the system.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

The Government conducted market research in accordance with FAR 10.002(b)(2)(vii), and because the system is proprietary, PTFS is the only company able to provide required service, support and maintenance related to this system.

7. Determination of Fair and Reasonable Costs

In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. The Contracting Officer shall determine that the proposed order represents the best value (as defined in FAR 2.101) to meet the Government’s needs. In addition to the PCO, experienced technical analysts will review the contractor’s proposal.

The PCO will use cost and price analysis as the basis for negotiating a fair and reasonable price.

8. Actions to Remove Barriers to Competition

NSWCCD will assess whether competition for future requirements associated with the PTFS Bibliovation database tool are feasible.
