4. Authority: Select the appropriate authority below:
☒ FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Or, ☐ FAR 8.405-6(a)(1)(i)(A) Urgency ☐ FAR 8.405-6(a)(1)(i)(B) Only One Source is Capable ☐ FAR 8.405-6(a)(1)(i)(C) Logical Follow-on ☐ FAR 8.405-6(b)(1)Brand Name
Or, ☐ FAR 16.505(b)(2)(i)(A) Urgency ☐ FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable ☐ FAR 16.505(b)(2)(i)(C) Logical Follow-on ☐ FAR 16.505(b)(2)(i)(D) Minimum Guarantee ☐ FAR 16.505(a)(4) Brand Name
5. Reasons for Authority Cited:
The Test Referee Division (TRD) employs a variety of Phantom brand Ultra-high speed cameras. Dugway uses only Vision Research, Inc. Phantom Ultra-high-speed cameras. Currently have 20 Ultra-high-speed units all of which are Vision Research, Inc. cameras. Brand continuity is important in maintaining standard operating and analysis procedures along with consistency in field and lab operations. The purchase of the Ultra-high-speed cameras will extend the capabilities of the WDTC while meeting the demands of the higher resolution requirements for testing.
Utilization of Phantom Camera Control interface software product controls cameras and analyzes the data. This is the standard interface we use for all our current Ultra-high speed cameras. Use of alternate cameras and interfaces would require multiple setup, connection, Standard Operating Procedures (SOPs) etc. Cameras must have minimum performance specs and salient features and be compatible with current DPG procedures, interfaces, etc.
Impact if other than Phantom Cameras are not purchased?
The impact includes software and hardware compatibility issues. Optical triggering and operating software developed by TRD specifically for the Phantom camera interface and has been deployed site-wide, which would have to be recreated. Operator retraining and recertification would also be required.
Performance Specifications? Phantom cameras have higher resolution and higher frame rates than other camera systems. Our customers have asked for ultra-high frame rates at high resolution and other brands cannot match the performance of the Phantom brand.
Cost Impact: Re-training and certification per user is estimated at $10k. The purchase of new lenses and other accessories, not including cameras would be upwards of $400k.
Time/labor Impact: Each operator requires 40+hrs training for certification. Software development could take upwards of 1000 hours. This system has been in use since 2006 and has been under continuous improvement. Not using this system would be a huge budget, labor, and time-consuming issue.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR
5.101 and FAR 5.203 ☐ do not apply due to the $ threshold, ☒ apply and will be followed, or ☐ do not apply due to an exception at 5.202 ______________________.
7. Market Research: Other vendors have not been found by internet survey that use the Phantom Camera Control interface. This is the software product Dugway uses to control cameras and analyze the data. This is the standard interface we use for all our current Ultra-high speed cameras. The government Contract Specialist conducted market research during the week of 09 November and searched Ability One, Prison Industries, GSA, etc. with no providers identified for this equipment. GS-02F-0086R was updated in the last 30 days and no longer includes these items.
8. Other Facts: Past purchase history, including W911S6-17-P-00029 and W911S6-10-F-0021 were sole source items for Phantom cameras. Authority to limit these actions were FAR 6.302-1 and FAR 13.106(b)(1).
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
