Contractor: Geeks and Nerds Corporation Program: Test Technology Support Services
(Source Selection information - See FAR 2.101 and 3.104-4) Apr 2021 the Fort Hood Contracting Officer to answer questions regarding the extension request.
Upon conclusion of the meeting SBA gave verbal approval to continue keeping TTSS out of the 8(a) program for up to five (5) months.
5) The table below shows the top level projected milestone dates of the follow-on award for the five (5) month extension.
b. Alternatives:
1) Suspension of Contract Support. The TTSS requirements are ongoing and critical to mission accomplishment. USAOTC has a statutory mission to conduct the independent operational test for material and equipment before full-scale production under 10 United States Code (U.S.C) §2399, Operational Test and Evaluation of Defense Acquisition Programs. Due to the significant coordination and effort of numerous organizations, test events cannot be shifted for several months without significant impact to cost and schedules. Suspension of the TTSS contract will cause critical disruption resulting in the loss of critical testing resources required to make technical and operational determinations of suitability and sustainability of programs, and cause a devastating impact to the cost, schedule, and performance of acquisition programs listed in paragraph 3 of this J&A that supports over $49 billion in United States Army programs. Suspension of contract support will delay or stop the fielding of critical equipment for the Warfighter causing a degradation of readiness. Therefore, this alternative is not viable.
2) Use of In-House Resources. USAOTC lacks sufficient manpower, technical expertise, and resources to perform the required TTSS. The United States Army does not contemplate acquiring adequately trained personnel within the Government in the near future. Attempting to initiate actions to increase the Government workforce to accomplish this mission would take years and result in mission failure during the time required to adequately recruit and staff a trained workforce. Therefore, this alternative is not viable.
3) Conduct a competitive acquisition for a bridge contract. There is insufficient time to competitively award a new contract, phase-in a new contractor, transfer and account for the large inventory of Government Furnished Property (GFP), verify data, obtain security clearances and allow for familiarization with ongoing tests. There would be significant degradation in test support as contractors’ transition in the midst of

Any contractor other than the incumbent does not have sufficient equipment or trained manpower readily available on short notice to seamlessly assume the performance of these ongoing tests and services. An award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. Therefore, this alternative is not viable.
4) Extension of the current contract. The extension of the current contract is the only viable solution to provide continued support of operations and technical support without jeopardizing USAOTC's ongoing test and evaluation mission. This option ensures there’s no degradation of services in this highly technical requirement.
c. Impact if not approved: Disapproval of the extension will result in a lapse in service and USAOTC’s failure to execute its operational testing mission in accordance with the approved testing schedule, and failure to meet its statutory requirements in accordance with 10 U.S.C §2399. Delays for the nine (9) test events listed in paragraph 3 of this J&A will cost an estimated $55 million in lost effort and other resources to plan and reschedule test events, to include coordination for test locations, tactical and non-tactical equipment, military test units, supporting organizations, and multiple support contractors and delays critical system upgrades or new combat capabilities.
6. Efforts to Obtain Competition: The Contracting Officer will publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
a. Effective Competition: This is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: This is an interim solution until the follow-on TTSS contract can be awarded and effectively transitioned, there is a reasonable expectation that GaN will maintain their current subcontractor relationships.
7. Actions to Increase Competition: This is an interim action to allow continued performance with the incumbent contractor. The follow-on requirement is in the process of being competed as an 8(a) competitive procurement.
8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures Guidance and Information (PGI) 206.302-1(d), a sources sought was posted to Contract Opportunities in beta.SAM.gov website on 3 December 2021 for 4-days to inform industry of the intent to issue a sole source contract to GaN. No requests for additional information or challenges to the sole source were received.
9. Interested Sources: IAW DFARS PGI 206.302-1(d), no sources responded to the sources sought synopsis to express interest in the acquisition
