Source Selection Information - See FAR 2.101 and 3.104 Rev 10/2015
This is an out of scope modification to N00406-18-C-0005. Previous ACE repairs have been solicited as sole source to Huntington Ingalls Incorporated Newport News Shipbuilding (HII) or been competed as full and open and only HII expressed interest. HII is the Original Equipment Manufacturer (OEM) of the ACE. Drawings and other technical information, such as the cutting requirements for ACE systems are proprietary to HII and they are the only known source for engineering design drawings as well as the technical knowledge to design the repairs to the ACE.
Additionally, as repairs will be carried out concurrently with the Hitch Girder repairs, HII is the only company capable of creating a repair plan that deconflicts the repairs to the Hitch Girders along with the repairs to the Roller Guide foundations and web bulkhead.
These repairs are occurring on the same ACE and will require extensive availability. This will also, save the Government money by having only one set of personnel performing the required repairs, rather than having the possibility of two separate set of personnel with the same qualifications performing the work. If two providers were to perform work on the ACE at the same time there would be a significant risk of the availability being extended and the only Aircraft Carrier in Japan not being able to get underway for missions.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Review of previous market research done prior to solicitation for the original award indicates that only HII-NNS is capable of providing the required engineering and repair plans. Previous solicitations and sources sought (11 May 2017 for ACE #2) for the Hitch Girder repairs to the ACE found no interested parties beyond HII. Based on the lack of interest and capability of other companies in performing Hitch Girder repairs, no other sources were sought. Additionally, HII-NNS continues to be the only Prime shipbuilder for the CVN and LHA/D classes, which are the only ships to utilize ACEs.
7. Determination of Fair and Reasonable Cost.
The contracting officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable utilizing the appropriate methodology for the contract type.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVSUP FLCPS has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLCPS will assess whether competition for future requirements is feasible.
