SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

PROVIDE THE FOLLOWING INFORMATION:

1. PURCHASE REQUEST OR REQUISITION NUMBER: 2. PROJECT/TASK NUMBER: 3. ESTIMATED AMOUNT:

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The Government requires forty-five (45) Otto-Controls manufactured G2-0049 Military Control Grip kits to be used in the production of simulated T-6B Hands-on-Throttle-and Stick (HOTAS) flight control devices by the NAWCTSD Fabrication Lab for PMA-205. The G2-0049 kit is manufactured by Otto-Controls and includes the plastic control grip shell and its associated electronic switches in an unassembled package.

The grip is the procurement equivalent used in the actual aircraft. The purpose of the simulated T-6B HOTAS is to provide the required level of fidelity for pilot training within the Navy's Virtual Reality (VR) T-6B Primary Naval Aviation Training Next (NATN) training device. The grip +switches will be incorporated into the control stick portion of the simulated HOTAS devices that will interface to the simulation computer via USB input.

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

The Otto G2-0049 military aircraft control grip is the procurement equivalent of the grip used in the actual T-6B training aircraft. The purpose of the simulated T-6B HOTAS is to provide a high degree of physical fidelity for student aviators when training within the Navy's NATN simulation devices. The use of the actual aircraft grip from the original equipment manufacture provides this level of required fidelity. The Navy's design for its simulated HOTAS is based on a design created and previously fielded by the USAF for its T-6 Pilot Training Next devices. The USAF design also utilizes the actual Otto-Controls G2 series grip kit. There are no alternatives in the market place to the specified G2-0049 kit in the HOTAS design as the grip is specific and unique to the Otto-Controls manufacture, and no other flight control grip+switch package is equivalent.

Consideration of any other grip-type would not meet the design intent to match the fidelity of the actual aircraft controls, and would require a lengthly and cost prohibitive design and test cycle to copy the grip and integrate into the existing design of the simulated HOTAS.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

This is a brand-name justification for the Otto G2-0049 control grip and switch kit. This kit is commercially available from a number of manufacturer authorized distributors within North America. The OEM, Otto-Controls, will warranty its parts only when they are procured from one of the approved vendor distribution channels. The list of authorized distributors can be found at <https://www.otto-controls.com/sales-locator>. Therefore, while an open solicitation from more than one vendor is possible, successful bids must be limited to one of the authorized vendors to maintain warranty of the parts. The primary reasons for limiting the purchase to the specified Otto-Controls part number is the 1) required fidelity of the pilot training use case of the simulated HOTAS devices the grip will be used in and 2) the existing HOTAS design that calls for this specific part number.

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

No specific action can be identified at this time. This procurement is in support of a limited order by the program office PMA-205 of highly specialized simulated training technology that replicates the flight controls of the T-6B training aircraft. The use case of the parts limits this procurement to the name brand specified. The NAWCTSD Fab Lab conducts market research for each project, and specifies parts based on the design requirements dictated by each customer order. Any future requirements for additional HOTAS devices will determine if the market place availability of the flight controls have changed, or if other aircraft platforms utilize other grip-types and manufacturers.
