In accordance with FAR 13.106-1(b) and AFFARS 5313.106-1(b), this is a justification for other than full and open competition for a sole source acquisition.

The Air Force Library Program requires DoD-wide access to the Online Computer Library Center (OCLC), a vendor of library electronic resources management services. The EZproxy Hosted Service is a user authentication product from the Online Computer Library Center (OCLC). OCLC EZproxy Service provides a single access point for multiple content providers. This allows services from OCLC, EBSCO, Gale, and other content providers to be accessed from one authorization. This simplification is essential to access the variety of content providers through the Air Force Portal.

Without this service, access to databases on the Air Force Portal may be limited if accessible at all.

The OCLC database is a vital reference tool for DoD personnel and provides access to high quality information critical to meeting the Air Force Library Program mission. OCLC EZPoxy allows the Air Force Library Program to better meet the needs of users such as: geographical separated units, retirees, remote and isolated units, and providing secure, authenticated access to library resources without requiring CAC authentication.

This subscription will be provided by the following vendor:

The OCLC EZproxy hosted authentication service is vital to the ongoing Air Force Library mission. Access to this service from the Online Computer Library Center, Inc. (OCLC) is necessary for the successful day-today operations of the DoD libraries, both for the libraries' customers and staff. This subscription will need to meet the information needs of a wide variety of DoD Library Users. This resource will provide information and data to all DoD participating libraries and will be hosted on the vendor's own servers. DoD's requirement is for an electronic resource authentication method that meets the demands of high level technical services. The purchase must offer the services to meet the needs of a broad user base, provide rapid access to subscribed electronic resources, and be accessible in all locations. The flexibility of the OCLC EZproxy hosted authentication service makes it the only feasible supplier that can meet the DoD libraries' needs and provide customers with an all-inclusive authentication solution. There are no comparable resources in the market that would cover all of aspects of this function in one place with the same level of access.

The Online Computer Library Center, Inc. (OCLC) has exclusive legal copyright to its interfaces and tools. These products are vital to the staff of the DoD libraries, and to the effectiveness of the libraries' services to their customers.

The market research did not provide for any known replacement of the EZproxy service provided by OCLC. The proposed sole source is the only known source capable of providing the supplies for this requirement. Without this sole source acquisition, the Air Force Library mission to provide airmen with safe and secure access and support would be seriously harmed or delayed without the latest, up-to-the-minute information available. Finally, considerable government monies have already been invested in the OCLC EZproxy Hosted Service products as part of the previous contracts. Funds have been invested in training sessions to familiarize library staff with the product.

Market research confirms that the proposed source is the only known source that can satisfy the government's minimum needs and is necessary to support the ongoing normal operations of the Air Force Library. Library staff reviewed relevant professional journals and publications to acquire information on the capabilities of library electronic resource authentication services. The libraries are in contact with other agency librarians to confirm the competitive environment for this supply, and seek out additional solutions for this requirement. The proposed sole source is the only known source able to satisfy the Government's requirements.

AFSVC/SVPL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of subscriptions. AFSVC/SVPL will continue to survey the market for vendors to obtain competition. The library uses publishers' advertisements, customer suggestions and new publication reviews in conducting its surveys.
