OIMT will executes approximately 455 acquisitions valued at approximately $606M in FY21.

This represents 45% of total annual FDA IT spend, while the remaining IT dollars are managed and spent autonomously within FDA centers. A significant number of these contracts actions are procured in a siloed manner; resulting in the multiple procurements actions acquiring the same products and services; and do not allow FDA to leverage its purchasing power. One of OIMT primary challenges is to deliver efficient vendor management in this complex environment.

OMIT is currently a Level I on the Capability Maturity Model as it pertains to acquisition and vendor management. OIMT’s goals is to obtain Level III within the next 18-24 months.

b. Nature of the acquisition and proposed unique qualifications of the contractor(s).

Gartner has a long history assisting Federal agencies and corporation in optimizing their IT portfolios and vendor management relationships. It also is very knowledgeable as it pertains to the laws and regulations governing Federal IT investments. OIMT intends to leverage Gartner’s expertise in these areas.

Gartner already has a high-level understanding of the OIMT organization and how it can apply its various frameworks and industry data to the challenges facing OIMT faces as it pertains to its existing IT acquisition capabilities. OIMT is examining how to best procure IT hardware, software, and services to meet the evolving IT needs of FDA. OIMT is trying to determine how to: (1) optimize its contract portfolio from a cost perspective; (2) how it to optimize its existing workforce to ensure they possess the right skills and competencies; (3) how to ensure that the acquire IT is delivered in the most cost-effective manner; (4) FDA/OIMIT is receiving maximum value as it pertains to its IT investments; and (5) is it effectively leveraging external services and contractors to support the agency’s IT requirements?

Gartner possess a range of proprietary assessment tools, IT market information, benchmark data, and industry understanding that can be applied to OIMT’s acquisition management challenges.

These include its Contract Score & Talent Score tool and key IT Metrics Data. Gartner’s benchmarking capability is based on more than 2,000 IT metrics drawn from 7,280 data points from the public and private sectors. FDA will have access to these tools to perform iterative benchmarking assessments and track progress against recommendations and maturity models developed during the more comprehensive assessment by Gartner Consulting. The objective is to develop a detailed assessment and roadmap for implementing the appropriate contract optimization and IT Asset management recommendations.

8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.

OIMT reviewed GSA’s vendor lists and conducted company website searches to determine if other vendors possessed the analysis tools and benchmark data as it pertains contracts, labor categories, processes, and industry best practices. OIMT could not identify any other vendors who possessed the robust tool sets and benchmark data that Gartner possesses.

9. Any other facts supporting the use of other than full and open competition.

Gartner Consulting is an extension of Gartner Research, the free flow of knowledge between Gartner Research and Consulting ensures Gartner Consulting access to background information and context necessary to support FDA expansion efforts on recommendations generated by Gartner Research.

It is unacceptable to place this significant initiative at risk of unnecessary delay or failure.
