About this file
This document is a justification for a sole-source award of a laundry services contract by the District of Columbia Army National Guard to Ecology MIR Group, LLC. The contract is for $828,800 to provide wash, dry, and fold services for 20,000 pounds of clothing items per day to be picked up and delivered at the DCNG Armory from January 16 to 31, 2021 in support of civil disturbance and Presidential Inauguration missions involving over 25,000 National Guard personnel deployed to the area on short notice. The justification cites an unusual and compelling urgency under FAR 6.302-2 due to the need to provide hygienic support for the rapidly growing number of personnel, and confirms that only Ecology MIR Group could meet the volume, expedited timeline, and full scope of services required.

FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: USP&FO-DC
2. Description of Action: The District of Columbia National Guard (DCNG) requests a firm-fixed-price, new contract with Ecology MIR Group, LLC. The Government projects award for January 2021 and fiscal year 2021, funds type Operations and Maintenance funds will be used.
3. Description of Supplies/Services: The contractor shall provide wash, dry, and fold 20,000 pounds (1,000 20 pound bags) of clothing items, to be picked-up and delivered at the DCNG Armory, daily for service personnel supporting the civil disturbance and Presidential Inauguration 59 (PI 59) missions.
Period of Performance: 16 Jan 21 – 31 Jan 21
CLIN Breakdown: 20,000 pounds per day x 16 days x $2.59 bag =
Total Value: $828,800.00
4. Authority Cited: 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusual and compelling urgency.
5. Reason for Authority Cited: On January 6, 2021, the National Guard was activated to respond to a civil unrest event in the District of Columbia. As such, 6,200 national guardsmen/women were deployed to the National Capital Region (NCR). Subsequently, more information came forth which identified a potential threat. This threat resulted in a troop surge, causing an encampment that is more enduring than anticipated. In light of the foregoing, laundry services are urgently needed to fulfill the health and hygienic needs of the 25,000 National Guard Soldiers and Airmen supporting the aforesaid mission.
Given the exponential growth and rapid pace in which service members are deploying to the area for mission support, the amount of weight a vendor can manage and process timely is paramount. To that end, it is critical the Government secure a source who could accommodate all of its laundry needs (in terms of specific articles of clothing), at a large volume, and in short turnaround time given the fluidity of the mission. Given these factors, insufficient time is available to publish sources sought, request for information notices, and/or post publicly to elicit competition. Were the processing of this laundry service contract to be delayed, the National Guard would experience loss in the form of health and hygiene, which has a direct impact on efficacy of the mission. Moreover, described at FAR 6.302-2, when the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.
Program/Equipment: Laundry Service
Version – September 2018 FOR OFFICIAL USE ONLY
The requirement was first known by the requiring activity on 14 January 2021. The required period of performance is from 16 January 2021 – 31 January 2021. As aforesaid, the exponential growth and rapid pace in which service members are deploying to the area for mission support makes the amount of weight a vendor can manage and process timely is paramount. Based on current market conditions combined with the volume and urgency in which service members require laundered items, the Government proposed to procure the services of Ecology MIR Group, LLC. They met all of the Government’s needs by offering the most volume (20,000 pounds per day); accommodations (accepting all items of clothing);
expediency (one day turnaround time); economical (laundry bags and folding clothes part of standard pricing); and service (providing laundry bags for each service member’s clothing being laundered per pick-up).
Notwithstanding the foregoing, when juxtaposing the timeline of the mission: [uptick (26,000); plateau; drawdown (largest movement of personnel scheduled to depart 25 Jan 21); mission ends (31 Jan 21)] to lodging (service members lodged in single room hotels) and when service members would require laundry services based upon their arrival (laundering estimate once every 6-7 days); Ecology MIR Group, LLC is best postured to accommodate the flow of force.
6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(2), this action will not be synopsized.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable. However, market research; by way of small business dynamic searches, cold calls, and industry inquiries were made. Ecology MIR Group, LLC is the only vendor able to meet all of the Government’s requirements given the volume of laundry needed in a short amount of time.
b. Subcontracting Competition: N/A
7. Actions to Increase Competition: The DCNG contracting office intends to establish a Blanket Purchase Agreement (BPA) with a laundry service company in the local area as civil disturbance events have become repetitive in the NCR as of late.
8. Market Research: On 15 January 2021, the DC Army National Guard received pricing from five local vendors who could potentially meet the requirement. The market research technique attempted to use historical data and pricing, perusing previous recent and relevant contract vehicles, but it was of no significant benefit. The pricing was structured as “price per item.” Moreover, the items requiring laundry services were not included in any of the price lists.
However, internet searches and interviews within the industry yielded better results. The industry revealed vendors can process anywhere between 5,000 and 20,000 pounds per day. This translates into laundering 250-1,000 service members clothing items per day (using the industry standard of one laundry bag weighing 20 pounds). Based on the fluidity and uniqueness of the mission, Ecology MIR Group, LLC was the only vendor who would launder all of the clothing items requested by the Government, could pick-up and delivery in one day, provide enough laundry bags for all service members being rendered services daily.
