Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Surgical Services (operating room) is requesting additional laparoscopes for support of increasingly busy General and Gyencological Surgeons whom perform a great deal of surgical procedures laparoscopically (minimally invasive). This requires specialized instrumentation as these procedures are performed through small incisions in the abdomen or through the urethra depending on the speciality. Specifically, these SPY laparoscopes have a 26.5% and 31% vignetting improvement for the 5mm and 10mm scopes, respectively, than the prior models of the Stryker laparoscopes. This results in a brighter image and improved resolution in white light mode. They have also improved the center to edge resolution and brightness for uniform focus across the image. The requested instrumentation from this vendor is the same brand as our current scopes and compliments the equipment that goes with using the scopes. This allows for consistency among the OR armamentarium, ease of use for the surgeon and better patient outcomes. These instruments will be added to existing scopes for general surgery or speciality surgical services. The requested items will allow for less scheduling limitations of procedures which require the use of these instruments.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These laparoscopes have a brighter image and improved resolution in white light mode. They have also improved the center to edge resolution and brightness for uniform focus across the image. The requested instrumentation from this vendor is necessary, as these are the same brand as our current scopes and compliment the equipment that goes with using the scopes. Last Updated: 02/01/22 Page 2 of 2 surgical services. The requested items will allow for less scheduling limitations of procedures which require the use of these instruments. This results in faster recovery time, and less instances of infection from not having a large, open wound. Patients also benefit from less blood loss, reduced pain and discomfort, and require less analgesic. We can do more procedures with less scheduling conflicts as before. These are the only compatible laparoscopes with the Stryker cameras in the OR and are necessary for continuity of care.
