Department of Air Force, 1st Special Operations Contracting Squadron, Hurlburt Field, FL. This document serves as a Justification for Other Than Full and Open Competition.

Air Force Special Operations Command (AFSOC) has a brand name requirement to procure L3Harris Falcon III AN/PRC-152A Wideband Networking Handheld Radios and Rechargeable Battery Packs.

The contractor will be determined after issuance and receipt of quotes in response to the Solicitation.

The contract action will be a new action awarded as a firm fixed price contract. Estimated award date is no later than 30 September 2021.

The contractor shall provide the following L3Harris radio products:

Falcon III AN/PRC-152A Wideband Networking Handheld Radio, Quantity of 72 Battery Pack, Rechargeable, 7.0A-HR Lithion, Quantity of 72

The L3Harris Falcon III AN/PRC-152A provides simultaneous voice, video and high speed data in a highly portable form factor. This handheld device delivers ad-hoc, self-healing and adaptive networking capabilities to dismounted troops on the move. This wideband networking radio provides a complete set of narrowband line-of-sight and UHF SATCOM capabilities for interoperability with wideband, legacy and public safety systems. It provides an SCA compliant architecture that accommodates changing mission needs and emerging waveforms with simple software upgrades. Lastly, it provides NSA-certified voice and data security up to TOP SECRET with its L3 Harris Sierra II encryption module.

This is currently an unfunded requirement that will be solicited in accordance with AFFARS MP5332.7(d).

Fiscal Year 2021 Operations and Maintenance funds (97 0100) are anticipated to fund this requirement prior to 30 September 2021.

Delivery is anticipated within 200 days after receipt of contract award.

Procurement under the contract will be conducted on a brand name basis in accordance with the statutory authority 41 U.S.C. 1901 and implemented by AFFARS 5313.501, Sole source acquisitions, to include Brand Name, conducted under simplified acquisition procedures. Only one brand is suitable for this requirement because the supplies are unique or highly specialized.

The L3Harris Falcon III AN/PRC-152A delivers simultaneous voice and high speed data and is the only wideband networking radio currently fielded that meets the requirements below:

- Tactical handheld with SATCOM and Narrowband

- Software-upgradeable with SCA v2.2.2 compliance

- Real time ISR and SA on demand linking dismounted and upper echelon networks

- NSA certified up to TOP SECRET

- NTNC-certified SRW

- Interoperable with wideband, legacy and public safety systems

The requested battery pack is the only product currently being manufactured that is compatible with the AN/ PRC152A radios.

A combined synopsis solicitation will be issued via SAM.gov, limited to the specific brand name products to allow Harris Corporation and their authorized distributors to provide a quote for the requested items.

Market research was found on a previous purchase of L3Harris AN/PRC-152A radios last purchased by 1 SOCONS in September of 2019 under FA441719PA093. The order included PRC-152A radios, PRC-117G radios, and PRC-160 radios with multiple accessory items. The solicitation for this requirement was accompanied by a brand name justification, with no challenges from industry. Five (5) quotes were received.

1 SOCONS/PKC conducted market research through online searches and SAM.gov. The only radio found to provide a NSA certification was the airborne platform ARC-210 manufactured by Rockwell Collins. There were no tactical handheld radios found meeting this specific requirement. Additionally, based on market research conducted by AFSOC A6 to include Industry Days and networking through the Government Communications Field, there are no alternate handheld SATCOM radios meeting the requirements identified in Paragraph V.
