I. Agency and Contracting Activity.

II. Nature and/or description of the action being approved.

A. The Air Force intends to issue a modification to extend the contract, FA8201-17-C-0034 by 3 months and add two 3 month options. The intent of this extension is to prevent a break in service until the competitive 8(a) Source Selection is awarded.

The initial extension of the period of performance (PoP) will be from 15 March 2021 to 14 June 2021. The PoP for the first option would be 15 June 2021-14 September 2021. The PoP for the second option will be from 15 September 2021-14 December 2021.

The contract is for servicing Information Technology across Hill Air Force Base.

III. Description of supplies/services required to meet agency needs (including the estimated value).

A. Pelatron Technologies LLC is required to provide both Unclassified (NIPR) and Secret (SIPR) Internet Protocol Router services including, but not limited to, skilled support up to and including SECRET work for multiple Help Desks, System Administration, Information Assurance and Protection, Client Services, Asset Management, Network, Messaging and Directory Services and Server support as defined in the PWS. Contractor personnel shall comply with increased security (SECRET/SAR), Privacy Act and system requirements. The Contractor provides Automated Data Processing Equipment (ADPE) classified and unclassified hard drive preparation and destruction. The Contractor is required to perform activities including the collection, use and dissemination of records which contain information protected by the Privacy Act. The modification will be funded using Operations and Maintenance (O&M) and Working Capital funds.

B. The total estimated value is based on the current rates the incumbent is charging. Each 3 month extension is estimated to be $1,500,000.00 for a total estimated value of $4,500,000.00 if all options are exercised.

IV. Statutory authority permitting other than full and open competition.

6.302-2 - 10 USC 2304(c)(2), Unusual and Compelling Urgency

V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).

A. The authority of FAR Part 6.303-2 - 10 USC 2304(c)(2), Unusual and Compelling Urgency is selected because of the financial and mission impact it will have on Hill Air Force Base and on the warfighter if it were not in place. Soliciting as a competitive 8(a)s or direct awarding to a different individual 8(a) to cover the time it would take to get to the award of the follow-on Source Selection would cause a break in service because the AF would need to solicit to the 8(a)s, get pricing, and incorporate a transition period, which would be required for any 8(a) other than Pelatron, that could take approximately 90 days. By extending the current contract with Pelatron Technologies LLC it prevents a break in service.

The current consolidated contract supports aspects such as the help desk, computer troubleshooting, and maintenance that is of the utmost importance, especially during the COVID-19 Pandemic. As more military and civilian Airmen are teleworking, the risk of not having Information Technology support provided by the current contract will be detrimental.

B. The current consolidated contract saves the Government approximately $28M over five years, while eliminating duplicate service contracts. Historically, the requirement has been performed by contractors and is not currently supported by organic personnel; Hill AFB does not have the resources to execute this as a new requirement. Lack of support would also impact the ability to simultaneously manage and maintain the configuration of many enterprise devices to include PCs, servers and printers via scripting and MS Active Directory. Lack of support will drive critical work stoppage immediately to OO-ALC Complex, AFNWC, and first responders within the 75ABW, among other critical units on Hill AFB.

C. The daily cost delay of this requirement would cost the Government millions of dollars. It would impact all 25,000 users on the Hill AFB network and anyone that uses an electronic devise for their daily work. Without this service, Hill AFB would experience immediate work stoppage, impacting personnel on base, mission partners, and the warfighter.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

A. Sources Sought Synopsis (SSS): FAR 5.202(a)(2) provides an exception to posting a synopsis of proposed contracting action for contracting actions made under the circumstances described in FAR 6.302-2. Due to the urgent and compelling nature of this requirement a SSS was not accomplished. The contract is due to end on 14 March 2021, and to avoid a break in service and mission stoppage, a 3-month modification will be awarded to the incumbent contractor. This Justification and Approval will be posted on the Government Point of Entry for 30 days, according to FAR Part 6.305.

B. While there has been no SSS for this modification and extension of the contract there has been a large effort put forth to solicit and award a competitive 8(a) contract. In October 2019 an industry day was conducted where there were more than forty 8(a) firms who expressed interest. Thirty-nine requested one-on-one sessions, of those, twenty-one were found to be capable. Due to the availability and capability of potential vendors it was determined to have the Source Selection as an 8(a) competitive acquisition. The AF has released a solicitation for these services and is currently in the process of evaluating offers. The AF still intends to award the 8(a) competitive Source Selection that is in process and does not want to limit competition, the only intent of this extension it to get us to that competitive award without a break in service.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A. The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. The Contracting Officer will comply with the procedures and criteria contained in Federal Acquisition Regulation (FAR) under Part - 30 Cost Accounting Standards, Part 31 - Contract Cost Principles and Procedures, Subparts 15.4 - Contract Pricing; to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. The Contracting Office will obtain certified cost or pricing data IAW FAR Subpart 15.403. The Final Step is to include the Price Negotiation Memorandum (PNM). Detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A. Market research was conducted, in accordance with FAR Part 10, during the initial phases of the follow-on Source Selection currently in process. An Industry-Day took place on 22 October 2019. Research through previous reports and Internet searches briefly took place for this modification, and it shows that many businesses can provide the service.

However, as expressed in Section V of this document if the extension does not take place and we do experience a break in service it would be detrimental to the base.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Currently, there is a Source Selection for the follow-on contract that was competed to 8(a) firms. The Government intends to award to one of the 8(a) firms for the follow-on Source Selection that is currently in process. If there is a break in service it would be detrimental to the base costing us millions of dollars and affecting all 25,000 Hill AFB users.
