Justification for Other than Full and Open Competition States the Following, in Part

2. Nature of Action Being Approved This action is to initiate a new subscription Firm Fixed Price contract for the Data Citation Index (DCI) database available from Clarivate Analytics (US) LLC and hosted on the Web of Science (WOS) platform.

3. Description of Supplies or Services Data Citation Index is a database of indexed data sets and studies from open and closed repositories, covering the sciences, social sciences, and humanities. It provides detailed records about each data set, offers links to the raw, primary data when possible, and standardizes citations for this material.

Data Citation Index is a proprietary product of Clarivate Analytics (US) LLC and they are the sole producer, owner and distributor of Data Citation Index. This award is for a Twelve (12) month Base Year. Data Citation Index is an additional feature which can be integrated with the Web of Science platform subscription, which USGS already obtained via a separate procurement.

5. Statutory Authority The proposed action may be awarded on a brand name basis under the authority of FAR 13.3106-1, “only one source reasonably available.”

6. Rationale Supporting Use of Citation The Government has need for a service that allows searching of indexed peer-reviewed science journal articles along with information describing how often the research articles have been cited to assist USGS scientists with their research and the publishing process. Having a single point of access to quality research data from repositories across disciplines and around the world is critical to facilitating the Library’s efforts to support the USGS mission to enable scientists to find, get and use data for their research. Data Citation Index accompanies multiple databases currently subscribed to on the Web of Science Platform and builds on the functionality of the interface to include additional content within the results. The Library has spent an estimated $100,00 annually with Clarivate Analytics (US) LLC for many years. Having subscriptions to multiple resources from the same provider and on the same platform allows the Government to take advantage of multi-database discounts from Clarivate Analytics (US) LLC. To meet minimum needs of the Government this resource must provide the capability to connect with existing Library database subscriptions on the Web of Science platform.

Clarivate Analytics (US) LLC is the sole source provider of Data Citation Index (DCI) and the Web of Science platform is the only source for this information. DCI focuses on the deployment of a citation resource making research data discoverable, citable and seamlessly linked to primary research literature. The WOS platform is a proprietary database platform only available from Clarivate Analytics (US) LLC. Their product is the only suite of products combining evaluated content with tools to use, analyze and manage this content directly from the desktop.

Additional tools available include Science Citation Index Expanded that covers many notable and significant journals across 150 disciplines from 1900 to the present, Journal Citation Reports which tracks the impact of journals by subject area; and ResearcherID, which is used to assign unique identifiers for scientists, making it easier to resolve name conflicts among scientists.

The mission of the USGS Library is to establish the best scientific foundation possible to help guide decisions and evaluate actions critical to the USGS mission. Comprehensive, instant, desktop access to peer-reviewed scientific literature is critical to fulfilling this mission.

9. Future Plans to Permit Competition The requirements will be reviewed on a yearly basis to evaluate if there is any new competition in the market.

Should competition be identified, the requirement will be competed.
