The 79th RSQ requires two (2) Lightweight Inflatable Decontamination Systems (NSN 8145-01-538-2179) delivered NLT 90 days ADC.

IV. Statutory authority permitting Other than Full and Open Competition.

FAR 6.302-1 Only Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Wel-Fab, Inc. Produces the only commercially available Inflatable Decontamination System IAW AFI 11-301 Vol. II. This product has been tested and certified for use in ACCA Operations. Units are currently transitioning to the Wel-Fab, Inc. LIDS Aircrew Systems through attrition and are not authorized to use any other inflatable decontamination system.

AFI 11-301 Vol II, 2.11.12 Aircrew Contamination Control Area (ACCA) Equipment:

2.11.12.1 The Lightweight Inflatable Decontamination System (LIDS) is the system of choice for ACCA Operations. Units will transition to LIDS on an attrition basis, and in the interim, are authorized to use current systems. (T-1)

2.11.12.2 At a minimum, ACCA systems will be inspected on the same inspection frequency as ACBRN Equipment D-Bags.

(T-1) Units may use contracted/commercial sources for LIDS inspection, repair, or upgrade.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

At this time there are no companies on the open market or mandatory sources that are capable nor authorized to fulfill this requirement. Wel-Fab Inc. is an interested source as they are the only company with the ability to fulfill this requirement. AFI 11-301 Vol. II specifically mandates that LIDS systems are the only authorized system of use for all UTC deployment kits.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

This contract is within the price scope of past DoD contracts with Wel-Fab, Inc., including FA460814FA024, W90VN617F4M17, and FA487718P0053, which were all awarded to Wel-Fab, Inc. Wel-Fab, Inc. also has the requested items listed on GSA with similar prices for LIDS systems.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

IAW FAR 8, no mandatory sources are capable of providing this requirement. Research conducted utilizing Sources Sought list from a previous acquisition, ref. section IX FA487718P0053, indicated two vendors with expressed interest in that particular acquisition; namely, ITL Solutions and All Hazard Safety Associates LLC; however, only Wel-Fab Inc. has the

IX. Any other facts supporting the use of Other Than Full and Open Competition.

A sources sought was posted on FBO for ten calendar days from 03 - 12 April 2018, ref. FA487718P0053, to satisfy PGI.

206.302-1. The result of that inquiry revealed several interested vendors; however, no company complied with AFI 11-301 Vol

ll. Furthermore, after extensive research it was revealed that in 1995 Wel-Fab Inc. was contacted by functional managers from the USAF, AMC and AFSOC to develop a CBRNE WMD Decontamination System to meet Aircrew and Ground Crew CBRNE WMD decontaminations requirements. Thereafter, the first Lightweight Inflatable Decontamination Systems (LIDS) was created, and in 2004 was officially introduced to DOD customers. The LIDS Aircrew systems were the first decontamination systems to be officially tested by the USAF. Since then Wel-Fab has patented their LIDS systems to protect against other entity competition and to ensure industry superiority. There are more than 500 WFI CBRNE Decontamination Systems in service today.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in order to meet the customer's needs in a timely manner. The unit makes a priority of developing competition to the maximum extent practicable. In this case, competition was barred by an AFI and did not leave any room to source through additional vendors.
