Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C247-21-AP-3772
1. Contracting Activity: Department of Veterans Affairs, VISN 7, 619-Centreal Alabama Veterans Health Care System
(CAVHCS): Columbus CBOC Expansion
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Guldmann Ceiling Lifts for direct patient care, which are for prevent staff and patient injury related to manually transfer patients who are greater than 35lbs. At the current time there are currently Guldmann GH3 550lb and Guldmann Gh3 770lb installed with inpatient areas and some outpatient areas. The request is to have Gulmann lifts installed in other areas of the medical center that require lifting and transferring of patients to prevent injury. The estimated amount is to install 9 lifts that will increase the weight limits 8 GH3 for 825lbs and 1 GH3 to 1100lbs.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
At the present time, other Guldmann GH3’s has been installed and the staff are well trained and familiar with the product listed. The Guldmann Ceiling Lifts are equipped the with scales for easy weighing of patients, continuous on operation with one-button activation, continuous battery charge of lifts, automatic recharging 24 Volt NiMH batteries, hand control with LED features, fault indicator, and emergency brake, stop and lowering feathers. The unique requirement and the equipment standardization is best practice to ensure staff are competent and can maintain safety use when handling patients. The Columbus CBOC is designed to include the installation of Guldmann patient ceiling of lifts and have a deadline for these lifts to be delivered and installed by 10/15/2021. Any other lifts could not meet standard measurements can required modification to the building, and additional training to the staff.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was conducted that the required Guldmann lifts are not able to be purchased on GSA ebuy, or SEWP.
After looking up other contracts on FPDS, it was established that a contract for the Guldmann Ceiling parts was recently awarded, and the Manufacturer provided 3 SDVOBS to the CO of that award. After establishing that the manufacturer has 3 SDVOBS to distribute/resell for their company. The requirement for the “rule of two” is met and will be placed as a 100% set aside for SDVOBS only at this time.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. As the CO, I am certifying that due to the Brand Name justification, the requirements of the service line, and their current use. I will use FAR 6.302-5 to sole source this contract to the SDVOSB for a one-time equipment and installation.
