Brand Name Justification and Approval

Under FAR 13.106-1(b)(1)

1. Contracting Activity: Mission and Installation Contracting Command – West Point, NY (MICC-WP)

2. Description of Action: This approval is for a new firm-fixed-price contract, funded with fiscal year 2025 Operations and Maintenance funds and will be a small business set-aside procurement.

3. Description of Supplies/Services: This requirement is for digital access to OVID’s academic journals. The OVID journals cover subjects in Health Physics, Strength & conditioning, and Medicine & Science in Sports and Exercise.

The NAICS code for this requirement is 519290, Web Search Portals and All Other Information Services, with a size standard of 1,000 employees and a PSC of 7A21, IT and Telecom – Business Application Software (Perpetual License Software).

a) This is a brand name justification, commercial requirement to provide the United

States Military Academy (USMA) Jefferson Library with digital access to OVID academic journals to be used at the United States Military Academy, West Point

b) Justification for brand name:

OVID Technology is the only manufacturer of these academic journals. The content and access provided by OVID Technology are key ingredients to the success of the USMA library program. Their products are proprietary and include Health Physics, The Journal of Strength & Conditioning Research, Medicine & Science in Sports & Exercise. This procurement is a comprehensive collection of sports medicine and medical research content that will form the core of any serious medical library.
