I. Contracting Activity.

II. Nature and/or description of the action being processed.
This acquisition will be for the brand name purchase of PCI, LLC Nitrogen Carts part number 791600-001. The purchase of this brand name equipment benefits the Government because of the known excellent reliability of this specific brand and model, known history of the brand being able to supply replacement parts for the equipment acquired, availability of on-hand interchangeable parts, and known processes and procedures for the operators and maintenance.
III. Description of supplies/services required to meet agency needs.
3 (three) each diesel 95.5% pure self-generating PCI, LLC Nitrogen Carts part number 791600-001.
- Shall not require Diesel Exhaust Fluid (DEF)
- Shall be Jet A and JP8 fuel compatible
- Trailer mounted with tow bar, 4 tires, and pitle hookcompatible tongue
- Manual hand actuated brakes
- At least 15 scfm @ 4000 psi
- At least 800 scf on board nitrogen storage @ 4000 psi
- At least 20 gallon fuel tank
- Automatically regulated on-board purity analyzer and pressure regulator
- Two 50 foot high pressure hoses with adaptors
- Operating instructions
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C. 2302b, implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
There are currently 14 of this specific brand and type nitrogen cart being used for all aircraft (B-1, B-52, C-130, E-3, E-6, KC-135, and KC-46) maintained at all OC-ALC facilities and ramp spaces. The procurement of this brand of nitrogen cart will cut down on operator training time and costs due to current processes and procedures already in place and currently being utilized daily. Nitrogen carts are used to refill aircraft struts and tires with compressed nitrogen (instead of air) that does not change as drastically due to temperature changes.
76 AMXG is currently utilizing this part number in the daily processes of aircraft repair and maintenance. The new carts are needed for daily use and interchangeable parts of the ones currently being used.
Unnecessary delays or failure to procure this material could cause work delays to the aircraft PDM production line.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (336413) looking for companies that could provide the PCI, LLC Nitrogen Carts. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide these particular Nitrogen carts. In review there are several vendors that can provide this commodity for this acquisition. The Government will

These items are currently being utilized and want to continue to do so in conjunction with form, fit and function. Parts can be used interchangeably and additional costs for training eliminated.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will utilize price competition in accordance with (IAW) FAR 13.106-3(a)(1), to ensure the price is fair and reasonable. Specifically, the Contracting Officer will compare the quotes received to one another for price competition. If only one quotation is received, then the Contracting Officer will compare the proposed price by using multiple pricing methods listed in FAR 13.106-3(a)(2). The Contracting Officer will ensure that the deliverable described herein are priced at a fair and reasonable rate to the Government and the contractor. Based on the forgoing, the Contracting Officer hereby determines the anticipated price will be fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was conducted on 21 January 2022 with a review of Small Business RSS Feed to locate potential businesses through NAICS 336413 and a search of the Dynamic Small Business Search website, located at http:// dsbs.sba.gov. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business was conducted.
