I. Contracting Activity.

Department of Air Force, 23d Contracting Squadron, Moody AFB, GA. This document serves as a Justification for Other Than Full and Open Competition.

II. Nature and/or description of the action being processed.

Moody AFB has a brand name requirement to procure L3Harris AN/PRC-117G, AN/PRC-158, AN/PRC-152A, AN/PRC-163, and AN/PRC-160 radio system. This action will be awarded as a new contract and it will be a firm-fixed-price contract.

III. Description of supplies/services required to meet agency needs.

The contractor shall provide the following L3Harris radio products:

Quantity: 6 Each - AN/PRC-163 20M radio system, software, holster, accessory bag, cable and adapter assembly, battery charger

Quantity: 6 Each - AN/PRC-160(V)1, HF radio assembly HF man pack MIL GPS, battery eliminator, adapter, and cable assembly

Quantity: 19 Each -AN/PRC-117G(V)1(C), VHF/UHF multi-band man pack radio assembly with GPS antenna, diplexer, battery eliminator, adapter, software, and cable assembly

Quantity: 2 Each - Trade-In, AN/PRC-117F to AN/PRC-117G(V)1, VHF/UHF multi-band man pack radio assembly

Quantity: 12 Each -AN/PRC-152A(V)4, VHF/UHF multi-band radio, battery pack, battery charging bay, holster

Quantity: 4 Each -AN/PRC-158, VHF/UHF multi-band radio, manpack battery, bag, GPS antenna, and modified handset

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 230b, Implementation of Simplified Acquisition Procedures (41 U.S.C.

1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The L3Harris delivers simultaneous voice and high speed data and is the only tactical wideband networking radio currently fielded that meets the requirements below:

- The ability to meet MIL-STD 810G, H, F, MIL-STD-461F, MIL-STD-188-113, MIL-STD-188-100D, MIL-

STD-188-181B, MIL-STD-188-182A/183A, MIL-STD-188-181C, 183B.

- Operate on AM/FM, SINCGARS, HAVEQUICK I/II, HPW, MUOS, IW, PSK waveforms

- Be interoperable with the Wireless Message Terminal (WMT) application and Tactical Chat IP with ATAK proxy, USB/Ethernet adapter cable, and batteries and battery eliminator.

- Receive and transmit in the 1.5 MHz to 399.999 MHz range and have enough antennae ports to support VHF/ UHF AM/FM and SATCOM operations without removing and replacing antennae.

-The radio shall be a software defined radio in compliance with Software Communications Architecture (SCA)

2.2 specifications or later and have undergone an interoperability assessment per the Joint Interoperability Test Command (JITC). The radio shall have achieved Operational stage approval of the Military Communications Electronics Board (MCEB) Equipment Frequency Allocation Guidance process. The radio shall be capable of hosting future SCA 2.2 waveform applications as they become available. The product must be non-developmental and currently in production.

- Integrated software programmable Type I encryption certified by NSA to carry up to U.S Top Secret voice and date transmissions.

- Automatic internal protection which adjust RF output power level due to low input voltage, high operating temperature conditions, and high voltage standing wave radio.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought was posted on SAM, GSA, and NASA SEWP. Responses from GSA and NASA SEWP were received from contractors claiming they can only make open market proposals.

A combined synopsis solicitation will be issued via SAM.gov, limited to the specific brand name products to allow Harris Corporation and their authorized distributors to provide a quote for the requested items.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated price will be determined fair and reasonable based on competition or if only one offer is received a fair and reasonable determination will be made utilizing the methods described in FAR 13.106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted through GSA and NASA SEWP. Multiple vendors verified that majority of the items are available only through open market. In addition, collaboration with with their previous award with similar requirement found on a previous purchase of L3Harris AN/PRC-152A radios last purchased by . The order included PRC-152A radios, PRC-117G radios, and PRC-160 radios with multiple accessory items. The solicitation for their requirement was accompanied by a brand name justification, with no challenges from industry.

Moody AFB conducted market research through SAM.gov, L3Harris is the only known vendor that provides radios to support AF radio frequency tactical communications that meet the Department of Defense Military Standards (MIL-STD-188). There are no alternate handheld radios meeting the requirements identified in Paragraph V.

There are multiple distributors of L3Harris on SAM.gov. We have confirmed interested parties through use of DSBS and must recent award.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Harris Corp AN/PRC radios are standardized throughout the Air Force expeditionary and SOF community reducing cost for training and maintenance, and provides functionality of multiple test instruments. Additionally, HQ Cyberspace Capabilities Center's memorandum to provide End of Life (EOL) direction for the immediate replacement of AN/ PRC-150 and AN/PRC-152 radios from the USAF inventory for their newer models. Although at this time no alternate product exists meeting the Governments requirements, an alternate product would come with additional costs for training, equipment and compatibility testing.

X. List of any sources that expressed, in writing, an interest in the acquisition.

We did not receive any in writing interest for this acquisition but received multiple phone calls expressing interest in an open market solicitation.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Market research will be performed prior to future purchase to determine if any other products have been fielded on the market that meet the USAF requirements decribed in paragraph V of this justification.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.

As evidenced by their signatures, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
