DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-20-AP-4048

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19702. PR#: 460-20-4-7241-0051.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Wilmington VAMC has a new brand name requirement for the purchase of seven (7) Clinical Choice, LLC Scope Vault Endoscope Storage Cabinets. The cabinets will be used by the medical center to store cleaned and sterilized scopes when not in use.

The estimated value of this procurement action is $247,800.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Wilmington VAMC requires the use of the Clinical Choice, LLC - Scope Vault Endoscope Storage Cabinet in order to meet the needs of our Sterile Processing Department. The required endoscope cabinet must measure 29 inches wide, 23 inches deep, and 94 inches high. It must meet AAMI and SGNA standards. Each of the (7) required cabinets must provide 24/7 HEPA fan filtration in order to reduce humidity. The cabinets must be made of aluminum, be clear on both the sides and front, and the bottom and sides must be vented to allow for adequate air circulation. The air system should be standalone and not require connection to the hospital air system. Cabinets must include a removable drip tray. The endoscope cabinet must allow for various size endoscopes to hang freely, in a vertical position, and allow for ample space for the distal tip of the Endoscope to not touch the floor or sides of the cabinet or other endoscopes. Finally, the endoscope cabinet must come installed with the Dri Scope Ten Port Manifold System, capable of storing and drying up to 10 endoscopes. The Clinical Choice Scope Vault Endoscope Cabinet is the only cabinet found on the market that meets all of these requirements.

This procurement is in response to a recent survey finding in violation of VHA Directive 1116(2).

Wilmington is currently scheduled for visits from the National Program Office of Sterile Processing (NPOSP), as well as we are currently over-due for a site visit from The Joint Commission. The finding sited our Sterile Processing Service endoscope cabinets for the distal end of the endoscope tip(s) touching the bottom of the cabinet, which is in violation of VHA Directive 1116(2). Endoscope cabinets which meet the exact needs of the facility will allow for the reprocessing of endoscopes in a variety of critical areas in order to provide effective and safe patient care.

4. Description of market research conducted and results or statement why it was not conducted:

Researched past contracts, collected specifications/brochures on several manufacturers and distributors of Endoscope Cabinetry. Compared the endoscope cabinets of (3) distributors;

Custom Ultrasonics, PHS West Inc, and 1st American Medical Distributors. Most importantly, my researched concluded that only the Clinical Choice Scope Vault Endoscope https://www.acquisition.gov/?q=/browse/far/13

Cabinet met the specific measurements and hanging mechanism as outlined in the statement of need. Searches on GSA, NAC, VIP, SAM, and FPDS for verified SDVOSB’s.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
