JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ORGANIZATION: The contracting organization responsible for this action is the 120th Base
Contracting Office, 2800 Airport Ave B, Great Falls, MT 59404-5570.
II. DESCRIPTION OF ACTION: The contractual action is a Sole Source Firm-Fixed Price Contract to provide managed network switches based on a l0G core with lG edges to synchronize all IDS equipment, create a dedicated cyber domain consisting of all network infrastructure to handle all Advantor communication traffic on the base, and update with the latest version of Advantor System Network (ASN) version 6.2..
III. DESCRIPTION OF SUPPLIES/SERVICES: This procurement is for the design, procurement, installation, testing, training and integration of technology at the Montana Air National Guard. This requirement is vital to the 120 SFS Base
Intrusion Alarm System which provides a rapid armed response to any and all intrusion alarms located on the Montana
Air National Guard.
IV. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is 10
U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements; as implemented by Federal Acquisition Regulation Part 6.302-1. IAW FAR 8.405-6(a)(2), the award will be made for an item peculiar to one manufacturer and is essential to the Government's requirements, and market research indicates other companies' similar products do not meet, or cannot be modified to meet, the agency's needs at a reasonable cost.
V. APPLICABILITY OF AUTHORITY: AFI 31-10 I Integrated Defense Chap 6.3 Intrusion Detection Systems directs units to consider the compatibility of all new IDS with already installed equipment and the maintenance and operator training. Currently 100% of alarm monitoring is via Advantor Systems Corporation. Advantor Systems Corporation installed the original security system, all upgrades and the current installation of IDS and maintains rights to ASN 6.0. The proprietary nature of this system (software/equipment) limits any other contractor from upgrading this system.
FAR 6.302-1(c) provides the use of brand name descriptions when the requirement can only be met by one brand name product. Advantor Systems is the company that has provided the system and installation of existing systems. Another manufacturers system would not be compatible with the current Advantor system.
VI. EFFORTS TO OBTAIN COMPETITION: Solicitation from Advantor Systems Corporation is the only practical method due to the proprietary nature of the system.
VII. FAIR AND REASONABLE COST: System upgrades at the Montana Air National Guard (MTANG) as well as refurbishment of buildings and new construction that included Advantor systems were reviewed. In addition to the actions at MTANG, several awards from other agencies were reviewed for the determination of fair and reasonable pricing for this action.
VIII. MARKET SURVEY: Market research was conducted based on the following: AFI 31-101 Integrated Defense
Chap 6.3 Intrusion Detection Systems directs units to consider the compatibility of all new IDS with already installed equipment and the maintenance and operator training.
IX. OTHER FACTS: N/A
X. STEPS TO FOSTER COMPETITION: Advantor Systems Corporation is the only known source for additional system integration and upgrade to the system that is presently in operation at the Montana Air National Guard.
XI. CONTRACTING OFFICER’S CERTIFICATION: The Contracting Officer’s signature on the Justification Review
