This one (I) month extension provides time to complete the follow-on contract that is being solicited and negotiated. USCG is currently in the process of soliciting and awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract as a competitive follow on acquisition.

The solicitation was released on GSA 8(a) STARS II Constellation I Functional Area 4 on January 17, 2020 with Proposals received by January 24, 2020. The current Task Order will need to be extended to allow for USCG to complete the evaluation, negotiate and award the follow-on IDIQ contract. The Government cannot run two source selections at the same time;

one for the follow on and one for this short timeframe, I-months, to get the follow on in place.

Thus, a modification to extend the period of performance to RiverTech is the best strategy for the USCG to ensure there are no interruptions of services.

6. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable.

Efforts were not made as this is a performance extension modification while the follow on is being evaluated and awarded. The follow-on contract was competitively bid.

7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.

The Contracting Officer has determined that the anticipated price for the support services will be fair and reasonable. The services will continue at the current rates, which were

Source Selection Information - see FAR 2.101 and 3.104 determined fair and reasonable at time of task order award.

8. Description of Market Research.

Contract No. 70Z044 I 8C 18005800

Market research was not conducted among schedule holders as this is a performance extension modification while a follow on is being procured.

9. Any Other Facts Supporting the Use of Other Than Full and Open Competition.

I 0. A Listing of the Sources, if Any That Expressed, in Writing, an Interest in the Acquisition.

None.

11. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

The follow on has been competitively solicited as I 00% Small Business set-aside. Thus, there are no barriers to future competition.
