About this file
This document contains a justification and approval for a sole source contract award along with details of the related federal contract opportunity. The justification and approval authorized a fixed price contract valued at $305,440 with King Nutronics Corporation to provide various calibration standards including a gage and accessory kit, pressure gages, an inflator, an automated pressure calibrator, supply hoses, and temperature calibrators. The calibration standards were required in support of the Czech Republic's H-1 helicopter platform under Foreign Military Sales case EZ-P-SBF and had to meet Naval Air Systems Command metrology and calibration program requirements. The sole source award to the original equipment manufacturer King Nutronics was directed by the Czech Republic as part of an international agreement between the two countries. The related federal contract opportunity notice showed contract N6833523C0257 was awarded to King Nutronics on April 5, 2023 for $305,436.80 to fulfill the calibration standards requirement.

DEPARTMENT OF THE NAVY
NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION LAKEHURST
ROUTE 547
JOINT BASE MDL NEW JERSEY 08733
J&A Number: 23-0142
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ
2. Description of the Action Being Approved:
This justification and approval authorizes and approves on a sole source basis the issuance of a fixed price contract with King Nutronics Corporation, commercial and Government entity code (CAGE)
13859, located in Woodland Hills, California, for the calibration standards (CALSTD)s listed below in support of the H-1 Helicopter Platform for the Czech Republic Foreign Military Sales (FMS) Case EZ-
P-SBF.
3. Description of Supplies or Service:
The King Nutronics suite of CALSTDs and accessories have the required Test Uncertain Ratio (TUR) as a calibration system and as standalone components required by the Naval Air Systems Command
(NAVAIR) Metrology/Calibration (METCAL) Program. The Czech Republic FMS Case EZ-P-SBF requires the listed King Nutronics CALSTDs for support equipment used on the H-1 aircraft.

4. Statute Authority Permitting other than Full and Open Competition:
10 U.S.C. 2304(a)(4), International agreement.
5. Rationale Justifying Use of Cited Statutory Authority:
Pursuant to the Letter of Offer and Acceptance (LOA) EZ-P-SBF (Amendment 01), approved 09
March 2021, between the Governments of the United States and Czech Republic, it was agreed that the
Ministry of Defense of the Czech Republic may designate the procurement of specific part numbers from specific vendors. The Directed Source Letter for Procurement of Support Equipment (SE) and SE
Spares dated March 2021 with enclosure CZ H1 PROC list v18 designates King Nutronics (CAGE
13859) as the sole source for the items described above.
As the Original Equipment Manufacturer, King Nutronics is only known source for the listed items and has the required precision, accuracy and TUR characteristics required by NAVAIR as CALSTDs to perform calibrations. NAVAIR Instrument Calibration Procedures require these items by name and manufacturer as a CALSTD to ensure weapon system accuracy of the H-1Aircraft and do not allow substitutes in order to obtain quantifiable and verifiable test results during calibrations.
6. Description of Efforts made to Solicit Offers from as Many Offerors as Practicable:
As described in Paragraph 5 and pursuant to FAR 6.302-4, International Agreement, the terms of an international agreement between the United States and a foreign government have the effect of requiring the use of procedures other than competitive procedures in accordance with the LOA amendment 01 and directed source letter enclosure. As a result, no additional market research was conducted.
7. Determination of Fair and Reasonable Cost:
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be a fair and reasonable price.
8. Actions to Remove Barriers to Future Competition:
For the reasons set forth in Paragraph 5, NAWC-AD Lakehurst has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAWC-AD Lakehurst will assess whether competition for future requirements is feasible.
