Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There are no contractors currently in the process of being qualified as an alternate source of supply for this item. At this time, there are no current or future efforts to qualify additional sources because the Government does not possess a fully defined and verified TDP for the part. Liquid Controls, L.L.C owns the technical data regarding the part.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 12 June 2023 and was open for 15 days. No responses were received.
The market research results are limited because the TDP for the positive displacement volumetric liquid meter on the M978 HEMTT Tank Truck is not available. The research conducted over the internet by the Tactical Vehicle and Watercraft Sustainment System (TVWS) Engineer on 20 June 2023, found the following websites:

The results of the research show technical information for makers of the liquid meter as follows: flow meters are available from Fill-Rite, Flomec, Dura Products, Seametrics and Tecalemit USA. However, there is not enough technical information available to determine whether commercially available meters have the same interfaces to integrate onto the M978 HEMTT Tank Truck fuel system. In addition, the exact required fuel flow rate range of 15 - 250 gallons per minute could not be found. Furthermore, the M978 HEMTT Tank Truck utilizes a fully mechanical design with an analog output display.
Many of the flow meters that were researched have digital displays and may require complete configuration changes to fully integrate. Integrating an unverified liquid meter on the M978 HEMTT Tank Truck would likely result in loading and unloading of the fuel to not run smoothly, safely, and cost-effectively.
