| Introduction: Offerors are highly recommended to review the entire solicitation, with a strong emphasis on Sections L and M of the RFP. Section L details the instructions to Offerors while Section M details the evaluation factors for award. | ||

| Note: | Offerors with a different indirect rate structure than that identified in Row 8, Columns D through F, may adjust these columns accordingly. |
For example, if an Offeror adds Facilities Capital Cost of Money (FCCOM) to their indirect rate structure, the Offeror will insert a column between Columns F and G, (right click on Column F, select 'insert column to the right'), where the Offeror can then add FCCOM in Column G. Column H will become Profit, and Columns H through V will become Columns I through W accordingly.
Should an Offeror insert a column between Columns F and G, the Offeror will also have to add formulas to Column G (FCCOM) and adjust the formula in Column H (Profit).
The standard formula structure for Row 9 is:
Column D - Fringe Benefit: SUM(C9)*$D$8 Column E - Overhead: SUM(C9:D9)*$E$8 Column F - G&A: SUM(C9:E9)*$F$8 Column G - Profit: SUM(C9:F9)*$G$8
The formula structure for Row 9, using the above example to add FCCOM in Column G and shifing Profit to Column H must be:

Furthermore, Offerors with a different indirect structure for specific labor categories (i.e., different Overhead rates applicable to Engineering direct labor categories versus Manufacturing or other direct labor categories) may adjust the columns and formulas accordingly.

Sole source T&M/LH ceiling rates for years 2 through 16 will automatically be calculated for each labor category by an escalation factor embedded in the spreadsheet. This escalation factor is based on the average of the annual Bureau of Labor Statistics Economic Cost Index (Wages and salaries for Private industry workers in All industries and occupations, 12-month percent change) for the previous three years. Offerors shall not change the escalation factor in the spreadsheet.
