V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
request 3-dimesional targets to support a training exercise. The specifications for these targets include: capability of withstanding damage delivered from 50 caliber rounds, at least 1 inch thick steel, must be equipped with IR for night time operations, targets must be in the shape of a mid-sized pickup truck, and the targets must be assembled and in place at the training location (Gila Bend, AZ) by the contractor no later than 13 September, 2020. Market Research for this requirement, coupled with market research for another similar requirement both show that Patriot Products LLC has the capability and intent of meeting all specifications of this requirement. Market research revealed no other vendors that can meet this requirement in full. Therefore, it was determined that in consideration of the organization's critical mission and minimum needs there is a reasonable basis to conclude that the unique supplies available from a limited number of source suppliers with unique capabilities is applicable under the authority and application of FAR 6.302-1.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature. Results of a previous solicitation for a very similar requirement was also considered.

IX. Any other facts supporting the use of Other Than Full and Open Competition.
Other vendors were unable to meet the delivery date requirement due to the short time-frame provided.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Patriot Products LLC expressed interest in the requirement.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources.
