requires the D-21 Fire Alarm Reporting System (FARS) from Monaco Enterprises Inc, the manufacturer and sole distributer of the product. The D-21 Fire Alarm Reporting System offers a Common Operating Pictures between first responder agencies on the installation in real time. Specifically, the the Base Defense Operations Center (BDOC) currently utilizes the D-21 system. Coordination between the Fire Department and BDOC is vital in first response, and operating seamlessly with the same system allows for effortless communication, that can reduce response time to fires, other emergencies, and the potential loss of life/assets. Incorporating any other system would not allow the Fire Department to be compatible with already installed systems on Davis-Monthan. In order to ensure continuity for training, maintenance and operations, have been established by the as the current standard for Davis-Monthan Air Force Base (DMAFB). Market research has confirmed due to the proprietary nature of their product, Monaco Enterprises Inc., ensures that they are the only manufacturer and vendor of the D-21 system. Therefore, it was determined that in consideration of the organization's critical mission and minimum needs there is a reasonable basis to conclude that the unique supplies available from a limited number of source suppliers with unique capabilities is applicable under the authority and application of FAR 6.302-1.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature, and consultation with Government subject matter experts. All showed that Monaco Enterprises Inc currently is, and historically has been the only company to provide the D-21 system

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources.
