Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The estimated value of the proposed action is:

This acquisition is for multiple pieces of equipment and services from Laerdal Medical Corporation to facilitate high fidelity simulations that will be conducted throughout Robert J Dole VA medical center. This combination of equipment and services provide optimal opportunities for staff to perform simulations in a safe and controlled environment, drastically improving the overall operational tempo of RJDVAMC.

The equipment required is (1) SimMan 3G Manikin and accessories; (3) Laptops for use with LLEAP, Ultrasound, or as a Patient Monitor; (1) VitalsBridge Model 300 Accessories and Cable Kit; (1) ASL 5000 Lung Solution; (1) SimCapture audio visual equipment; (1) SonoSim and Ultrasound Scenarios: Cardiac Resuscitation Bundle and Critical Care Bundle.

The services required are (1) SimMan 3G Course Getting Started 1 day on customer site for up to 8 participants; (1) Teaching with LLEAP Course 1 day on customer sire foe up to 8 participants; (1) Installation of SimMan 3G; (1) ALS 5000 Lung Solution Course Getting Started 1 day on customer site for up to 8 participants; (1) installation of ASL 5000 Lung Solution; (1) installation of VitalsBridge; (1) SimCapture Course Getting Started 1 day on customer site for up to 8 participants; (1) SimCapture install; (1) SonoSim Course Getting Started 1 day on customer site for up to 8 participants; Multiple onsite trainings for SonoSim ED-Path training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Laerdal Medical Corporation is the manufacturer of the SimMan 3G Manikins and supporting equipment and training that RJDVAMC uses to meet the requirements of accreditation as well as the current and future needs of Nursing and Medical Services. The infrastructure utilized at RJDVAMC supports Laerdal products and their training process from low-to-high fidelity simulations. Some of these services range from Basic Life Support, Advanced Cardiovascular Life

Support, National Telestroke, Trauma Nurse Critical Care, Surgical Services, and many more.

RJDVAMC is currently using Laerdal products exclusively in our Cardiac Recusation Program and in all areas of real-life simulation training for all medical services. The current Laerdal products in stock needs to be upgraded to maximize learning potentials. Staff are fully familiar with the operation and use. Obtaining other than the requested brand would affect the training concept and documentation process.

The Laerdal simulation equipment is the only product that will allow the 3G manikin to mimic respiratory problems resembling COVID-19 and connect to our ventilators thus allowing for advanced training for healthcare personal. This brand specific requirement will provide a total of thirty-two hours of in person training for four different training sessions in operation, care, and maintenance of the equipment to promote longevity for up to eight students per session. No other brand can provide this service to meet the organizational goals.

4. Note: Pursuant to 38 U.S.C 8127(b), COs may use other than full and open competition when awarding to SDVOSB and VOSB firms for procurements under the SAT. However, Per VA PPM 2016- 05 (Revised August 2019) Implementation of the Veterans First Contracting Program, the focus should be on competing requirements among SDVOSBs and VOSBs to achieve a fair and reasonable price.
