Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Becton, Dickinson and Company Service Contract for repair and maintenance of BD Max CT 2000, which includes Laptop services, service tech, tools, filters, and tubing.

3. Unique characteristics that limit availability to only one Brand, with the reason no other supplies or services can be used: The majority of the work will be software based. Becton, Dickinson and Company (BD) is the only company that has the proper service keys and service software that interacts with the equipment. The service techs of BD have been properly trained and keep up to date training procedures. A periodic audit of these records is performed by Becton, Dickinson and Company Quality Management and Regulatory Compliance (QMRC) Department to ensure adherence to policies, procedures, and ISO/GMP requirements. BD is the only company that can properly work on the existing equipment installed at the Wichita VAMC. This is supported by a Sole Source Letter provided by BD.

Accordingly, Becton, Dickinson and Company (BD) is the only firm capable of meeting the service described in Section 2 above without the Veteran’s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition

4. Description of market research conducted and results or statement why it was not conducted:

BD is the only company that can properly provide the service requirement. This is supported by a Sole Source Letter provided by BD.
