Section A: General Contract Information

Estimated Contract Cost (including Options): $81,665.92

Section B: Description of the Supplies/Services Required

Tools used for Air Craft, Aerospace Ground Equipment (AGE) and equipment repair.

Section C: Justification for Soliciting from a Single Source or Brand Name

(1) Due to the fact these tools will be used on aircraft for repair purposes quality of these tools is of the utmost importance for safety of flight for the pilots and for the Airmen using these tools.

(2) Additionally, while other tool companies may be able to provide a high enough quality of tool, they do not possess the relationship we have with Snap-On. Snap-On has partnered with TCMax (Tool Accountibility Program) to have Air Force compliant MIL's (Master Inventory Listing) ready for integration when the units arrive. Furthermore, Snap-On etches all tools purchased with our unique identifier that is required per AFI 21-101 section 8, ensuring if this tool is lost or misplaced the proper owning agency is notified and Lost Tool Reports closed.

(3) Snap-On also works with the Air Force in an increased capacity allowing us to order these items through our supply system.

We have chosen to purchase outside of the supply system to expedite the process to receive mission critical initial tooling ASAP to support the growing needs of PSAB.

Section D: Efforts to Obtain Competition

Market research identified three vendors capable of providing this requirement, it will also be posted to the GPE (BetaSam) in order to obtain the maximum amount of competition. This acquisition will be solicited to several sources of supply under a brand name justification for Snap-on tools.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future requirements need to conduct more extensive market research to identify other brands that can also provide tools with high quality that are ready for integration when units arrive.
